Labor shortage in local farms due to COVID
Province to support emergency workforce for farming fields

As the entry of seasonal foreign workers was blocked in the aftermath of COVID 19, labor shortages during the busy farming season have become a major problem for Jeju.

The province applied for agricultural workforce dispatch funds and has secured 180 million won from the national budget for a total of 635 workers.

Also in accordance with the Temporary Foreign Seasonal worker system introduced in April by the Ministry of Justice, 456 foreign workers who have entered through the employment permit system will be employed to local farming fields.

However, as a lack of labor is still expected, it is planned to encourage participation from volunteers including university students, the National Agricultural Cooperative Federation, and other organizations.

The province is estimating that 50,600 people will be needed during the garlic harvesting season from May and June.

4. 농번기 인력 부족 '비상' 긴급 지원

코로나19 여파로 외국인 계절근로자 입국이 막히면서
농번기 일손 부족 문제가 현실화되자
제주도가 내국인 긴급인력 지원에 나서기로 했습니다.

먼저 제주도는
정부에 농업분야 긴급인력 파견근로 지원사업을 신청해
인력 635명에 대한 국비 1억 8천만 원을 확보했습니다.

또 법무부에서 4월부터 도입한
한시적 외국인 계절근로자 제도에 따라
고용허가제를 통해 입도한 외국인 근로자 456명을
농촌 현장에 투입할 예정입니다.

하지만 여전히 일손 부족이 예상되는 만큼 대학생과 농협, 각 기관 등
자원봉사자들의 참여를 독려한다는 계획입니다.

한편 제주도는 마늘수확기인 이달 초부터 다음 달까지 약 5만 6백 명의
인력이 필요할 것으로 추산하고 있습니다.
