Low Grade Institutions to be Penalized

The provincial government is pushing forward improvement plans for public institutions that are pointed out for their lax management.

The provincial office will establish comprehensive countermeasures for public institution innovation.

The office will impose penalties, such as reducing budget,
employee compensation including bonuses on public institutions which receive low grades or violate rules.

In addition, institutions with low grades will be restricted
from increasing the number of their employees or
from carrying out consignment and/or assistance projects.

Furthermore, problems will be derived from assessments
on the performance and operation of each institution
and a supervising department will report their supervision
reports to an inspection department.


'저평가 공공기관' 연봉 삭감·보조사업 제한

방만 경영으로 비판을 받는 도내 공공기관 문제와 관련해
제주도가 개선방안을 추진합니다.

제주도는 공공기관 경영혁신 종합 대책을 마련하고
저평가를 받거나 기준을 위반한 공공기관에 대해서는
예산과 연봉, 성과급을 감액하는 페널티를 부과하기로 했습니다.

평가 결과 하위기관에는 인력 증원을 억제하고
위탁이나 보조사업을 제한하는 등 인센티브도 차등 지원할 방침입니다.

이와함께 각 기관별로 경영실적과 기관 운영에 대한
자체 분석을 통해 문제점을 도출하고
지도감독 부서가 특별지도 감독한 결과를
감사 부서에 통보하도록 했습니다.
