Expansion of Foreign Seasonal Workers

These are the first public foreign seasonal workers deployed in Jeju City, following the Seogwipo area last year.

A total of 30 people, including 10 men and 20 women, will be assigned to winter vegetable and citrus farms for five months starting next month after receiving education on Korean culture, farming, and occupational safety and health.

I came with high expectations. Especially since this is Jeju, I am even more excited. I hope to work healthily and diligently for the next five months, earn money, and be a great help to the farms.

Unlike the traditional hiring method where farms directly employ workers, the public seasonal workers are hired by the National Agricultural Cooperative Federation, which then allocates the workers to the farms that have applied for them.


The National Agricultural Cooperative Federation is responsible for the overall management, including providing communal accommodations for the workers and assigning management staff.

This arrangement allows farms to secure labor without the burden of additional costs and management responsibilities.


Moreover, the daily labor cost is 40,000 to 60,000 KRW cheaper compared to existing foreign workers, whose wages have risen to up to 150,000 KRW during the peak farming season.

Every year during the busy farming season, there's always a shortage of labor and the labor costs keep increasing. But this time, with the help of the administration and the federation, who have introduced and supplied foreign workers, I believe the labor costs will be resolved appropriately.

However, the workers' stay is short, and they are using temporary accommodations like rented pensions.


Another challenge is that if workers cannot work due to rain, the federation must bear the labor costs, which is an issue that needs to be resolved for the program’s activation.

The biggest challenge was the accommodation issue. Since it’s a problem that must be solved eventually, the administration is looking for ways to use idle assets, but from our perspective, we have available warehouse sites and buildings that we can utilize.

The number of public seasonal workers in the region increased from about 40 last year to 110 this year.

As the program's scale gradually grows, the Korea Rural Economic Institute recently suggested in a report that measures such as allowing seasonal workers to work at agricultural distribution centers when it’s difficult to dispatch them to farms should be considered to ensure the sustainability of the program.

어느덧 작업에 속도가 붙습니다.

지난해 서귀포시 지역에 이어
제주시 지역에 처음 배치된 공공형 외국인 계절근로자들입니다.

남성 10명과 여성 20명 등 모두 30명으로
이들은 한국 문화와 농작업,
산업안전보건 교육을 받은 뒤
다음 달부터 5개월간
월동채소와 만감류 농가에 투입됩니다.

많은 기대를 가지고 왔습니다. 특별히 여기가 제주도라서 더 기대가 됩니다. 5개월간 건강하게 주어진 일을 잘 해서 돈도 벌고 농가에 큰 도움이 됐으면 좋겠습니다.

공공형 계절근로자는
농가가 고용하는 방식이 아닌
농협이 근로계약을 체결해
신청 농가에 인력을 투입하는 형태입니다.

농협은 근로자 공동숙소를 마련하고
관리 인력을 배치하는 등 전반적인 운영을 책임집니다.

이로 인해 농가는
부대비용과 관리에 대한 부담 없이
인력을 안정적으로 고용할 수 있습니다.

또한
농번기 일당이 최대 15만원까지 오른
기존 외국인 근로자에 비해
하루 인건비가 4만원에서 6만원 가량 저렴합니다.

매년 농번기 때마다 인력도 부족하고 인건비도 지속적으로 상승됐는데 이번에 행정과 농협에서 외국인 근로자를 도입해서 농가에 공급해 주니깐 적정 인건비로 많이 해소될 것 같습니다.

다만 체류 기간이 짧고
숙소는 펜션 등을 임대해 사용하는 등 임시방편에 불과합니다.

또 우천으로 근로자들이 일을 못하면
인건비를
농협이 부담해야 된다는 점도
사업 활성화를 위해 풀어야 할 과제입니다.

제일 난제가 숙소 관계였습니다. 어차피 해결해야 될 문제이기 때문에 지금 아마 행정에서는 유휴 자산을 통해서 하는 방법을 찾고 있지만
우리 농협 입장에서는 현재 농협 창고 부지와 창고가 있습니다. 그걸 활용해서…


도내 공공형 계절근로자는

한국농촌경제연구원은 최근 보고서에서
계절근로자의 농가 파견이 어려울 경우
농산물산지유통센터 근무를 허용하는 등의
제도개선을 통해
사업 지속성을 확보해야 한다고 제언했습니다.
