Return Old Driver’s Licence But No Support

A vehicle drove onto a pedestrian path near Sanbangsan mountain where vehicle access is prohibited, causing an accident.

The driver of the vehicle that injured two tourists in their 20s was in his 70s, a senior driver aged 65 or older.

Last year, there were more than 700 accidents involving senior drivers, with the accident rate among elderly drivers ranking third nationwide.

To prevent accidents, a voluntary license return system has been in place since 2019, offering transportation allowances to those who return their licenses.

This year, 680 people returned their licenses, but problems arose.
Transportation allowances have been suspended since last month.

The national budget for transportation allowances decreased from 56 million won in 2020 to 16 million won in 2021, and to 21 million won this year.
The fluctuating budget is attributed to fairness issues in regional budget allocations.
As a result, the total transportation budget decreased from 150 million won in 2020 to 120 million won this year.


The province announced late last month that due to budget shortages, transportation allowances will not be paid until after January next year, informing towns and villages across the island.

This has caused situations where people who returned their licenses are unable to receive their transportation allowances on time.

More than 800 people who were supposed to receive their allowances the following month after applying have not received the payment over the past two years. This has led to complaints about losing their licenses without getting compensation.

I agreed with the idea of returning the license and actively cooperated by handing in my license. But why is the other side not keeping their promise? I believe there should be compensation for giving up driving, but it's not being provided, which seems like a policy contradiction.


The province announced plans to increase next year's transportation budget to 160 million won and promote the "Happy Taxi" service.


Last year, the license return rate in Jeju was 2.1%, below the national average of 2.4%.

There are also suggestions that securing the budget on time and increasing the current transportation allowance of 100,000 won if necessary is essential.

교통비 예산인 국비가
지난 2020년 5천 6백만원에서
2021년 1천 6백만 원,
올해는 2천 1백만 원으로 줄었습니다.

지역 예산 배분 등 형평성을 이유로
국비 규보가 매년 들쭉날쭉 바뀌고 있습니다.

이에 따라 전체 교통비 예산도
2020년 1억 5천여 만원에서
올해는 1억 2천만 원으로 감소했습니다.

제주도는 예산이 부족해지자
교통비 지급을 내년 1월 이후로 지급한다는 지연 안내를
지난 달 말 도내 읍면동에 통보했습니다.

이로 인해 면허를 반납해도 교통비를 제때 받지 못하는
경우가 생겨나고 있습니다.

신청 다음 달이면 받아야할 교통비를 지급받지 못한 운전자는
지난 2년 동안
800명이 넘었습니다.

돈은 못받고 면허만 뺏겼다는 불만이 나오는 이유입니다.

면허를 반납하라는 뜻에 찬동하면서 적극적으로 내가 협조하는 의미로 면허증을 반납했는데 왜 그쪽 약속은 안 지키느냐? 운전을 못하는 것에 대한 보상이 당연히 나와야 할 것인데 그건 안 주면서 미리 반납한다는 건 정책적으로 모순이 있지 않나.

제주도는 내년에는 교통비를 1억 6천만원까지 확대 편성하고
행복택시 등을
활성화하겠다고 밝혔습니다.

지난해 제주지역 면허 반납률은 2.1%로
전국 지자체 평균인 2.4%보다 낮았습니다.

예산을 제때 확보하고
필요한 경우
현행 10만 원인 교통비를
더 올려야 한다는 지적도 나오고 있습니다.
