2. Appointment system for villages chiefs on trial run from 2020
Ensured minimum term of office to enhance continuity of work

The province will implement an appointment system for head of villages in the island on a trial basis from next year.

Local officials will establish a detailed plan by next month for the implementation of the appointment system of village chiefs.
In this system, committees comprised of 100 village residents will choose their village chiefs among the candidates who are civil servants of grade 6 or higher.

The provincial government will select one or two villages from each administrative city.

The province expects that the system will ensure continuity of governance and strengthen the sense of responsibility of head of villages by guaranteeing longer term of office.

However, some people are raising concerns over its problems, including nepotism in the appointment system.

읍면동장 주민추천 임명제가 내년부터 시범 실시될 전망입니다.

제주특별자치도는 다음달까지
읍면동장 주민추천 임명제 실행을 위한 세부계획을 확정해
내년부터 시범 시행할 예정입니다.

우선 행정시별로 한두곳을 선정해
6급 이상 공무원을 대상으로 공모 후
주민 추천위원회에서 선발해 임명하게 됩니다.

이렇게 되면
읍면동장에 대한 최소한의 임기가 보장돼
업무의 연속성과 책임성을 강화할 수 있을 것으로 제주도는 기대하고 있습니다.

하지만 지역 연고주의와 추천위원의 선정 등
여러 부작용에 대한 우려도 제기되고 있습니다.
