Burdensome Policy to Car Purchasers

Beginning next year, all car buyers must prove that they have a place to park the vehicle, or the purchase will not be approved.

The policy was introduced in 2017 to ease traffic congestion and the shortage of parking spaces as the population grows.

However, the number of vehicles registered in Jeju has recently grown again, and the parking situation hasn't improved.

Cars are a daily necessity especially on the island. But the policy does not consider the reality, which makes islanders' life uncomfortable and adds an additional burden.

The policy entails renting a parking space, and the annual fee is about 1 million won.

Besides, all of the public parking lots which can be rented and registered as an individual's parking space are located downtown. (읍) Eup and (면) myeon districts don't have any.

Thoughtful consideration is needed for citizens before the parking space policy will be applied to all kinds of vehicles next year.


효과보다 부담 '차고지증명제'

자동차 소유자가
의무적으로 보관 장소를 확보해야 하는 차고지증명제.
인구가 증가하고
그에 따른 교통정체, 주차난이 심화되며
이를 해결하기 위해 도입된 제도입니다.

하지만 도입 취지와는 달리
도내 자동차 등록 대수는
최근 다시 증가세를 보이고 있고
주차난도
차고지증명제 도입 이전과 별반 다르지 않습니다.

차량이 없으면
이동이 불편한 제주도의 실정을 고려하지 않은 탓에
서민들의 불편과 부담만 늘었습니다.

차고지 등록이 가능한 주차장의 이용료는
연간 100만 원 수준입니다.
그런데 차고지 등록이 가능한 공영주차장은
모두 동지역에만 집중됐고
읍면 지역에는 단 한 곳도 없는 실정입니다.

내년부터 모든 차량을 대상으로
차고지증명제가 확대시행되는 만큼
불편을 겪는 서민들을 위한
세심한 대책 마련이 필요해보입니다.
