Stalkers Face Heavier Punishment

A man put the box to torture his former co-worker who filed a lawsuit against him last month.

The offender also put toy handcuffs and leashes on the victim's car.

The offender has been detained at a jail for violation of anti-stalking law.

This is an SNS message sent to a lady in her fifties last month.
Abusive and threatening words toward her are included.

The sender is her ex-boyfriend. He constantly threatened her by phone calls and text messages as she refused to keep in touch with him after they broke up three years ago.

The victim reported to the police and the man in his sixties faced a restraining order.
The nation's first anti-stalking law has been in place since this October.

Under the new law, stalkers will be jailed upto five years or face a maximum of 50 million won fine.
In Jeju, the number of reported stalking cases has significantly increased since the law took effect.

88 stalking cases had been reported until the end of November since the new law took effect. That means more than two cases were reported every day.
That's a more than sevenfold increase, compared with days before the law came into force.

25 have been charged with the crime and 5 have faced the provisional measure No.4 that puts offenders into prison up to one month to stop repetition of the crime.

Stalkers face heavier punishment as the crime is categorized as felony under the new law.
The number of reported stalking is significantly increasing.
The increase lets the police exceptionally assign its employees to stalking cases. Along with the change, measures to protect victims are being strengthened.

It is advised to quickly report to the police if you are a victim as some stalkers commit felonies, and the police need to prudently respond to stalking cases.

장난감 수갑이나 목줄 등을 가져다 놓기도 했습니다.

피해자를 지속적으로 괴롭히면서
해당 남성은
스토킹처벌법에 따라
현재 교도소에 유치된 상태입니다.

지난 달, 한 50대 여성에게 온 SNS 메시지입니다.

욕설과 함께 여성을 협박하는 내용이 담겨있습니다.

3년 전 헤어진 남자친구에게 연락을 하지 말라고 하자
화가 난 남성이
전화와 메신저 등을 통해 지속적으로 협박한 겁니다.

참다 못한 피해자가 경찰에 신고하면서
결국 피의자인 60대 남성에게
접근금지 명령이 내려졌습니다.

지난 10월부터 전국적으로 스토킹처벌법이 시행되고 있습니다.
이에 따라 지속적으로 스토킹을 저지른 경우
최대 5년 이하의 징역이나
5천만 원 이하의 벌금이 부과되고 있습니다.

법이 시행되면서 제주에서도 스토킹 신고가 크게 늘었습니다.

법 시행 이후 지난 달까지
제주에서 접수된 스토킹 관련 신고는 모두 88건으로
하루 평균
두 건이 넘고 있습니다.

법이 시행되기 전과 비교해 7배 이상 급증한 겁니다.

이 가운데 25명은
스토킹처벌법 위반으로 입건됐고

재발이 우려되는 5명에 대해서는
한달 이내 교도소에 유치되는
'잠정조치 4호' 결정이 내려졌습니다.

이전까지는 스토킹은 경범죄로 분류됐는데
법 시행으로 처벌이 강화되면서 피해 신고가 늘어나고 있습니다.

이처럼 신고가 급증하면서
경찰은
스토킹 전담 경찰관을 배치하는 등
피해자에 대한
보호조치를 강화하고 있습니다.

스토킹처벌법이 강화됐지만
여전히 강력범죄로 이어지면서 불안감이 가시지 않는 가운데
피해자의 적극적인 신고와
경찰의 대처가 더욱 요구되고 있습니다.
