Crosswalk Created after Decades of Dispute

This is the intersection in (중앙로) Jungang-ro, Jeju City.
Brand-new crosswalks are noticed.
Pedestrians obey the traffic signals.

The crosswalks have been created after 38 years of operation of the underground shopping center in (중앙로) Jungang-ro.
Elevators and escalators have also been installed at the entrances of the shopping center.
They will make access to the underground facility much easier.

The need for crosswalks has been proposed because pedestrians had to walk down to and up from the underground to cross the street.
But merchants of the underground shopping center had opposed the crosswalks as they were worried about a drop in the number of shoppers.

Jeju City and the merchants have finally reached agreement through negotiation and the city started the construction in March, 2020.

4.6 billion won has been poured into the project building crosswalks at the intersection, and 4 elevators and 6 sets of escalators at the entrances of the shopping center.

All of the worn-out roofs at the entrances have been replaced with new ones, and resting areas have also been created for guards and workers for the underground facility.

The construction was planned to be completed in July this year, but it was delayed as its plan has been modified twice and underground water rose.

Merchants hope and expect the changes will bring more shoppers to the underground shopping center.

Now, merchants want to see that the hard-won changes after decades long conflict and dispute will lead to further positive changes.


'논란 끝' 38년만에 횡단보도 설치

제주시 중앙로 사거리입니다.

사거리를 중심으로 설치된 횡단보도가 눈에 띕니다.

지난 1983년 지하상가가 운영된 이후 38년만에 설치된 횡단보도입니다.

이와 함께 중앙지하도상가 출입구에 승강기도 설치됐습니다.

지하상가 출입을 위해
계단을 오르내려야 하는
기존의 불편함을 줄이기 위해서입니다.

횡단보도는
그동안 필요성이 제기됐지만
지하상가 방문객이
줄어들 것을 우려한
상인들의 반대로 추진되지 못했습니다.

이후 상인과의 협의를 통해 합의점을 찾았고
제주시가
사업비 46억원을 투입해
지난해 3월부터 공사를 시작한 겁니다.

사거리 횡단보도를 비롯해
중앙 지하도상가 출입구 10곳에
엘리베이터 4개와
양방향 에스컬레이터 12개를 설치했습니다.

추가로
출입구마다 노후된 지붕을 바꾸고
경비원 등을 위한 쉼터도 마련했습니다.

이번 사업은 올해 7월 완공을 목표로 했지만
사업 계획이 두 차례 수정되고
지하수위 상승 등의 문제가 발생하면서
지난 달에서야
제모습을 드러냈습니다.

횡단보도와
승강기가 들어서면서
상인들도
이곳을 찾는 이용객이 더 늘어날 것으로 기대하고 있습니다.

설치하느냐 마느냐를 놓고 적지 않은 갈등과 논란을 빚었던
제주시 중앙로 상점가 일대가
새로운 변화의 바람을 맞게 될 지 주목되고 있습니다.
