Murder Suspect ID Kept Off the Record



On December 16th, the owner of a famous restaurant in (오라동) Ora-dong, Jeju-si was murdered.


Contrary to the suspects’ initial statements, police have determined that the suspects prepared a change of clothes for after the crime, and pretended to be couriers to install a surveillance camera at the victim's house to record the front door passcode. The details of the ongoing investigation have shocked the public.


The police held a deliberation committee on the disclosure of the identities of the suspects.

The seven members of the committee, including lawyers and police officials, met to decide whether to disclose the suspects' personal information.


Since 2010 when the related laws were revised, in the case of a serious crime, a suspect’s personal details, such as their face and age, can be disclosed if a set of conditions are met.

The requirements for disclosure state that the crime is deemed cruel, the damages serious, that sufficient evidence has been secured, and that the information is in the public interest.

After deliberating on the matter, the police have decided not to disclose the identities of the three suspects in the murder investigation.

“Though the murder was pre-planned and the damage was serious, the suspects’ personal information will not be disclosed considering that the investigation is underway and in the public interest.”

It was reported that the family of the victim does not want the suspects’ personal information revealed, and the committee deemed that the victim’s family or the suspects’ families could be subject to secondary damage if the suspects’ personal information is disclosed.


In recent years the identities of five people have been revealed by police after they committed serious crimes in Jeju. These include Chinese national Chen Guorui, who killed an innocent bystander at a Catholic church in (연동) Yeon-dong, Jeju City in 2016,
(고유정) Ko Yu-jeong, who killed her ex-husband in 2019,
(배준환) Bae Jun-hwan, who produced and distributed underage sexual exploitation materials, and (백광석) Baek Kwang-seok and (김시남) Kim Si-nam, who killed a middle school student (조천읍) Jocheon-eup in 2020.



음식점 대표 살해 피의자 신상 '비공개'


지난 16일,
제주시 오라동에서 발생한 유명 음식점 대표 살인 사건.

당초 피의자들의 진술과 달리
경찰 조사 과정에서
범행 후 갈아입을 옷을 미리 준비하거나

현관 비밀번호를 알아내기 위해
택배기사로 위장해
피해자 집 앞에 CCTV를 설치하는 등
계획 범죄 정황이 속속 드러나면서 충격을 주고 있습니다.

이런 가운데 경찰이
피의자들에 대한 신상정보 공개 심의위원회를 열였습니다.

변호사와
경찰관 등 7명이 참여해
피의자들의 신상 공개 여부를 결정하는 겁니다.

지난 2010년,
관련 조항이 추가되면서
강력 사건의 경우 조건에 부합하면
피의자의 얼굴과 나이 등
신상 정보를 공개할 수 있습니다.


공개 요건은
범행 수법이 잔인하고
중대한 피해가 발생한 강력 사건이고,

범행에 대한 충분한 증거와
국민의 알권리 보장 등
4가지 요건에 모두 부합해야 합니다.


경찰은 논의 끝에
이번 살인사건 피의자 3명의 신상을 공개하지 않기로 결정했습니다.


범행이 계획적이고
피해자가 사망해 피해가 중대하지만,

아직 수사가 진행되고 있고
공공의 이익 유무를 고려해 이 같이 판단했다고 밝혔습니다.


피해자 유족들이 신상 공개를 원치 않고,
신상이 공개될 경우
피해자나
피의자의 가족에 대한
2차 피해 등을 고려한 결정으로 알려졌습니다.

한편, 제주에서 신상이 공개된 건 모두 5명으로

2016년 제주시 연동의 한 성당 신도를 살해한
중국인 천궈레이와
2019년 전 남편을 살해한 고유정,
미성년자 성 착취물을 제작 배포한 배준환,
2020년 조천읍에서 중학생을 살해한 백광석과 김시남 등 입니다.
