Dispute over Illegal Filming Audit in School
The local education authorities have released the results of a two-month investigation into an illegal filming incident that took place at a secondary school.
A decision was made to not discipline school administrators. This included a principal who told alleged female teacher victims to visit the offender student’s home and repeatedly denied a female teacher's request for sick leave.
The investigation yielded no evidence of any illegal or unlawful activities, resulting in only minor disciplinary actions, such as simple cautions or warnings, being issued.

While the directive for home visits and the delayed approval of sick leave may not warrant disciplinary action, we determined that they are insufficient to be deemed illegal.
Amid allegations of bias, an audit conducted by the education authorities was found to be inadequate.
Although the education authorities made assurances of a thorough investigation, the alleged issues reported by the school's teachers were not adequately examined.
Seeking clarification, a female teacher from the school in question utilized the Jeju Provincial Office of Education website to submit seven specific concerns.
In addition to the initial reports of illegal filming in the gymnasium, concerns were raised about the potential for similar incidents in other locations. However, attempts were allegedly made by the school to conceal these additional instances.
The investigator's omission of the principal's request for clarification regarding secondary victimization comments to potential female victims was also a significant oversight.
Notably, a direct investigation of the female teacher claiming to be a victim of illegal filming was omitted.
The formal protest lodged by the female teacher with the education authorities served to validate this fact regarding the omission.
Although the education authorities devised a belated plan to assemble a specialized investigation group of experts to continue the probe, teachers are skeptical.

Despite Superintendent (김광수) Kim Kwang-soo's commitment to conduct a thorough investigation and implement preventive measures in response to the illegal filming incident, the Jeju education authorities have faced a significant erosion of trust due to an inadequate audit process and unconvincing audit results.

이것은 징계까지는 가지 않아도 아까 그 가정 방문 지시한 거와 병가를 제때 처리하지 않고 좀 늦게 허락은 해주셨더라고요. 그래서 이것은 위법하다고 판단하기까지는 조금 미흡하다.

'제식구 감싸기'란 지적이 나온 가운데
실제 교육당국의 감사가 부실했던 것으로 확인됐습니다.

해당 학교 교사들이 요구한 의혹들을 제대로 조사조차 하지 않았습니다.

특히 불법 촬영 피해를 호소하는
여교사에 대한 직접 조사가 빠졌습니다.
이 같은 사실은 피해 여교사가 누락 문제를 교육당국에
공식 항의하면서 확인됐습니다.
교육당국은 뒤늦게 전문가 등으로 꾸려진
특별조사반을 꾸려 추가 조사하겠다는 계획을 내놨지만
교사들은
신뢰하기 어렵다는 입장입니다.
