Post-Mortem Calls on Welfare Reform



On the 12th, the skeletal remains of a man in his 70s were discovered in a closed motel.

The deceased, Mr. Kim, a basic livelihood welfare recipient, had been dead for nearly three years, yet Jeju City had been unaware of his death.


From the estimated time of death at the end of 2021 until last month, the payment of millions of Won in social welfare benefits sparked controversy.

In light of the revealed shortcomings in the management of welfare recipients after their registration, the government has introduced measures to enhance this management.


The Ministry of Health and Welfare announced that it would decide on welfare eligibility after confirming an individual's actual residence or death status and base the payment of benefits on these results.

It also emphasized that welfare recipients who have not used medical facilities for a set period will be thoroughly investigated to detect early signs of anomalies, as part of the 'Lonely Death Prevention Supplementary Measures' to be implemented this year.


Jeju City is conducting a census on single households similar to this lonely death case.


The government has identified over 140 welfare recipients in Jeju City who haven't used medical facilities for over a year as the target for intensive investigation.

The problem is the ambiguity about who should conduct the investigations and how.


According to the government's guidelines for post-registration investigations, guaranteeing institutions are required to establish an annual investigation plan and conduct confirmation investigations at least once a year, but details about the tasks or investigating entities are not specifically defined.

수급자 사후관리 강화…현장은 "뭘 어떻게?"

지난 12일, 폐업 모텔에서
70대 백골 시신이 발견됐습니다.

기초생활수급자 김 모씨로
숨진 지 3년 가까이 됐지만
제주시는 사망 사실을 알지 못했습니다.

사망 추정 시기인 2021년 말부터 지난 달까지
사회복지급여로 수천 만 원을 지급해 논란이 됐습니다.

수급자 관리에 허점이 드러난 가운데
정부가 사후관리를 강화하는 후속 대책을 내놨습니다.


보건복지부는
실제 주거나 사망 여부를 최종 확인한 후에
수급자 보장 결정을 하고
그 결과를 토대로 급여를 지급하겠다고 밝혔습니다.

일정 기간 의료기관을 미이용한 수급자는
집중 조사를 통해
이상징후를 조기 발견하고 조치하겠다고 강조했습니다.

이를 포함한
'고독사 예방 보완대책'도
올해 안으로 시행할 계획이라고 전했습니다.

제주시는
이번 고독사 사례와 유사한
1인 가구에 대한 전수 조사를 진행하고 있습니다.

정부가 집중 조사 대상으로 정한
1년 이상 의료기관 미이용 수급자는 제주시에만
140명이 넘는 것으로 파악됐습니다.

문제는 조사를 누가 어떻게 해야 하는지 모호하다는 겁니다.



정부의 수급자 조사 관리 지침에는
보장기관은
매년 조사 계획을 수립해
연 1회 이상 확인조사를 실시해야 한다라고 규정됐을 뿐
세부 업무나
조사 주체는 구체화돼 있지 않습니다.
