Right-Turn Stop Rule Ignored


At a busy intersection in (노형동) Nohyeong-dong, Jeju City, most vehicles now stop at the stop line and crosswalk before turning right, as required by last year's amended Road Traffic Law.


However, vehicles that fail to comply are still frequently observed.

Some drivers do not stop at the stop line despite the red light, and others speed past when the pedestrian signal is green, often before pedestrians have fully crossed, leading to dangerous situations.
Vehicles often follow the lead of others that violate the rules, turning right in succession.

The situation is similar in other areas.
Despite the installation of right-turn signals to reduce confusion among drivers, they are often ignored.
Following vehicles, including taxis, sometimes change lanes and make right turns aggressively.

It's not being fully complied with. I've been startled several times by vehicles making right turns when my child goes to school. It seems that awareness has not improved 100%.

Despite the law's revision to protect pedestrians, related accidents have not decreased.

Police enforcement last year resulted in 107 cases of violations of pedestrian protection duties, indicating that drivers still lack proper knowledge or awareness of pedestrian safety.

As of 2021, the proportion of pedestrian fatalities in traffic accidents in Korea is 1.9 times higher than the OECD average. It's a significant statistic, indicating that pedestrian accidents are exceedingly high in Korea. We urge the people to participate in fostering a traffic culture that protects pedestrians by pausing at right turns.

With the continued violations, there is a need for drivers to actively participate and for additional measures like more right-turn signals to improve the situation, to truly honor the intent of the stop before right turn rule.



'우회전 잠시 멈춤' 1년, 위반 차량 여전

차량 통행량이 많은 제주시 노형동 교차로.

지난해 개정된 도로교통법에 따라
대부분의 차량들이 우회전 하기 전
정지선과 횡단보도에 멈춰서는 모습입니다.

하지만 여전히 지키지 않는 차량들도 쉽게 발견됩니다.

전방 신호가 빨간불인데도 정지선에 멈추지 않는가 하면
보행자 신호가 초록불일 때
아무렇지 않게 속력을 내 지나갑니다.

보행자들이 횡단보도를 다 건너기도 전에
빠르게 지나가면서
아찔한 상황이 연출되기도 합니다.

앞선 차량이 위반하자
뒤따라오던 차량들도 꼬리를 물고 줄줄이 우회전하기도 합니다.

또다른 곳도 상황은 비슷합니다.

운전자들의 혼선을 막기 위해
우회전 신호등도 설치됐지만 무용지물입니다.

앞선 차량이 신호에 맞춰 멈춰서자
뒤따라가던 택시가
차선까지 바꿔가며 무리하게 우회전합니다.

완전히 잘 지켜진다고는 못 하고요. 저희 아이가 학교 갈 때 보면 몇 번 우회전 차량 때문에 놀란 적도 있고 하거든요. 아직 인식이 100% 개선된 건 아닌 것 같고.

보행자 안전을 위해 법이 개정됐지만 관련 사고는 줄지 않았습니다.

경찰이 단속을 벌인 결과 보행자 보호 의무를 위반해 적발된 건
지난해에만 100건이 넘습니다.

운전자들이 여전히 우회전 통행 방법을 제대로 알지 못하거나
보행자 보호에 대한 경각심이 떨어지고 있는 겁니다.

우선 2021년 기준으로 우리나라 교통사고 사망자 가운데 보행자가 차지하는 비율이 OECD 평균보다 1.9배가 높습니다. 우리나라에서 보행자 사고가 매우 높다는 그런 통계인데요. 제주도민들께서도 우회전할 때 일시정지 등 보행자를 보호하는 교통 문화가 정착되는 데 함께 참여해 줄 것을 부탁드립니다.

보행자의 안전을 위해 시행되고 있는 우회전 일시정지.

취지를 살리지 못하고 있는 만큼
운전자들의
적극적인 동참과 함께
우회전 신호등을 추가로 설치하는 등
환경 개선 방안에 대한 고민도 필요해 보입니다.
