Real estate speculators fined, sentenced to prison
Found guilty of illegally altering forestland

Real estate speculators at an agricultural corporation have been fined and sentenced to prison for illegally leveling out forestland and selling it at four times the original price.

Jeju District Court sentenced an auditor of the corporation, surnamed Lee, to a year and six months behind bars and a fine of 40 million won for violating the Forest Management Law. The CEO, surnamed Kim, was sentenced to one year in prison and 20 million won in fines, and the corporation itself was separately slapped with an additional 20-million-won fine.

Judge (정도성) Jeong Do-seong said in a statement that the heavy penalty was seen as a necessary step to preserve Jeju’s natural environment. He also said it was a clear case of real estate speculation, given the timing of the transaction, which was made when the construction of Jeju’s second airport was announced.

The two defendants bought forestland last year in Hado-ri, Gujwa-eup under the company’s name for about 27,000 won per square meter. They then began illegally clearing all of the pine trees from it in October, before reselling it for as much as 121,000 won per square meter.

제주지방법원 형사 3단독 정도성 부장판사는 산지관리법 위반 혐의로 기소된 모 농업회사법인의 감사인 이 모 피고인에게 징역 1년 6월의 실형과 함께 벌금 4천만원을 선고했습니다.

또 법인 대표 김 모 피고인에게 징역 1년과 벌금 2000만원을, 이들의 법인에 별도로 2천만원의 벌금형을 내렸습니다.

정 판사는 판결문에서 제주도의 환경을 보전하기 위해 불법 산지전용 행위에 대한 엄중한 처벌이 필요하다며 제2공항 입지 발표시점에 발생한 점과 토지매매 방법 등을 감안할 때
전문적이고 지가상승 목적이 분명해 이같이 선고한다고 판시했습니다.

이들은 지난해 10월부터 구좌읍 하도리 지역의 소나무를 허가없이 제거한 후 평탄화 작업을 벌였고3.3 제곱미터당 9만원에 구입한 토지를 최고 40만원에 매도한 혐의로 기소됐습니다.
