The province has recently submitted to the provincial council a bill with 75 proposals for the sixth revision of the Jeju Special Law, which is the legal basis for the island's semi-autonomous status. The council is reviewing the proposals this week. Mike Laidman reports.

Finalized: 75 proposals for 6th revision of Jeju Special Law

With the exception of foreign affairs, national defense and jurisdiction, Jeju was granted special autonomy as a regional government in 2006 through the Jeju Special Law.

In fact, 4,875 areas of legislation have been transferred to Jeju through five revisions of the law.

The province has recently submitted a bill with 75 proposals for the sixth revision of the law to the provincial council.

Unlike the previous revisions, which focused on investment promotion and local economic growth, the sixth revision emphasizes environmental conservation and balanced economic growth.


Local authorities want to be able to regulate housing prices and restrict the immediate resale of new property for profit through the revision.
The proposals include a clause that gives the provincial government the right to raise the percentage of earnings casinos must pay in tourism promotion taxes from the current 10 percent to 20 percent.

The provincial government also added a clause that caps the total number of rental cars and buses.

The proposals will be assessed by the relevant standing committee at the provincial council in its upcoming sessions this week.

Article 1 and international college proposals: controversial?

Proposals that allow international profit-making corporations to have a college on the island and which partially revise Article 1 (the purpose of the Jeju Special Law) are expected to draw controversy.

The provincial council will likely point out that the Jeju Free International City Development Center, under the Ministry of Land, Infrastructure, and Transport, should move to the island.

The province is planning to submit the proposals to the National Assembly during the latter half of next year. People are now waiting for the reviewed results to be released by the provincial council.
