Province to ask council to reconsider 2015 budget
Written request to be submitted next week

The provincial government has been reviewing the legal requirements for asking the council to reconsider the 2015 budget, which it passed only after making the steepest cuts in island history.

The province expects to submit a written request next week to the council.

The provincial government is now trying to determine if any laws were broken when the council cut funding for 70 line items for which the province is obligated to pay as well as funding for national projects, funding for projects that are partially subsidized by Seoul, and funding for mandatory payments the province must make. The province has also asked all of its departments to submit requests for more funding, which it will then forward to the council.

Provincial officials say they will submit the request to the council after getting final approval for the action from the governor on January 13th. Won Heeryong is scheduled to return from a business trip to China that day.

According to the Local Government Act, a request for the council to reconsider a bill must be made within 20 days of its passage. That means the deadline for a formal request to review the budget bill is January 19th.

道, 재의 요구 요건 분석…다음주 제출

제주도가 올해 예산안에 대한 재심의를 요구하기 위한 법적 검토작업에 착수한 가운데, 재의 요구서는 다음주 쯤 도의회로 제출될 전망입니다.

제주도는 법령과 조례에 따라 편성한 법정필수경비와 국가직접사업, 국비보조사업 70여 건에 대해 법령 위배 여부를 검토하면서 일선 부서에서 재의 요구 사업 목록을 수합하고 있습니다.

제주도는 원희룡 지사가 중국 출장에서 돌아오는 오는 13일쯤 최종 결재를 받은 뒤 다음주 안으로 도의회에 재의 요구서를 제출하기로 했습니다.

지방자치법은 재의요구는 안건이 의결된 뒤 20일 내에 할수 있도록 돼 있어, 올해 예산안 재의요구는 오는 19일이 기한입니다.
