Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. Agriculture \48b to be spent on outdoor mandarins The Halla Ilbo is reporting on the provincial government’s plan to secure 48 billion won to help farmers of outdoor-grown mandarin oranges. The money will be available for the purchase of farming machinery, interest payments on agricultural loans, and other needs. 2. Society 4,500 pigs killed for porcine epidemic diarrhea A porcine epidemic diarrhea outbreak has had a significant effect on local farms. From January 2015 through last month, cases were reported at 39 locations, and four and a half thousand animals were culled. Yonhap 1. Economy Private debt hits record high in Q3 Yonhap is reporting that loans extended to South Korean households and private firms reached a new high in the third quarter. Central bank data, released on Monday, showed that the borrowing accounted for over 180 percent of the country's overall gross domestic product. 2. Diplomacy SK, Japan hold talks on ‘comfort women’ issue South Korea and Japan held a working-level meeting Sunday on the issue of former Korean sex slaves for Japan's World War II soldiers. The two sides reportedly tried to work out differences and come up with "creative alternatives" to ensure their top diplomats can produce a deal on wartime sexual slavery, the biggest thorn in the side of bilateral relations.

  • All of the rain we’ve been getting recently has damaged the island’s crops. The quality of mandarin oranges and field crops is dropping and pest infestations and plant diseases are spreading. Mike Balfour reports. [slug] Aewol-eup, Jeju City Farmer (박병직) Park Byeong-jik is harvesting his broccoli. He is not pleased with the results. There is little quality broccoli to harvest as the repeated rain that began last month has damaged the crop and caused disease.   • KCTV: Changes to Gangjeong Cruise Terminal
  • The provincial government wants to alter the design of the cruise terminal at the Gangjeong Civil-Military Port. It wants to enlarge the immigration checkpoint area to accommodate a rising number of cruise passengers to Jeju, as well as the terminal’s parking lot. Mike Laidman reports. [slug] Jeju Port Cruise Terminal It takes about two hours for 2,000 cruise passengers to go through immigration at the Jeju Port Cruise Terminal. Visitors complain that they lose too much of their vacation time just getting through the process. In the hopes of improving the situation, the Justice Minister himself visited the site and said efforts would be made to change things. But a new cruise terminal, set to be built at the Gangjeong Civil-Military Port, faces the same possible problem. [slug] Gangjeong Civil-Military Port Cruise Terminal Concerns voiced over immigration delays The increase in cruise tourists to Jeju could delay immigration procedures there, too. Local officials have therefore decided to modify the original plan and design of the new cruise terminal to accommodate a larger number of travelers. While the existing Jeju Port Cruise Terminal has 15 immigration checkpoints, the new cruise terminal in Gangjeong will have 24, according to the new plans.   • KCTV: Residents Protest New Airport Plan
  • The governor has announced standards and principles to compensate landowners in Seongsan-eup, Seogwipo for the properties needed for the island’s second airport. He stressed that residents who have lived there for generations will be given priority in the process and that the government will provide them land for housing and farming. As Mike Laidman now reports, though, that hasn’t stopped many of those same people from protesting against the decision. The area for the island’s planned second airport is estimated at 5.8 million square meters. According to provincial data, 33 percent of the area is owned by (성산) Seongsan area residents, 12 percent by Jeju residents living outside of (성산) Seongsan, and 46.5 percent by non-islanders. Governor Won Heeryong announced that the amount of compensation will differ according to land usage; either farming, dwelling, or general property usages. He stressed that residents who have lived there for generations will be given compensation priority. SYNC Won Heeryong / Jeju governor The province is writing up the principles that will guide us in compensating landowners for their property, so this process won’t affect their livelihood. We’re coming up with the best way to do it. They insist that their community will be destroyed and their livelihoods threatened by the planned construction, and that the province is doing nothing for them. They say that the Won Heeryong administration should withdraw the plans as they were never consulted nor did they agreed to them.   • The third KCTV Multicultural Awards were given out at a ceremony here at company headquarters last week. Here’s Joseph Kim with profiles of some of the winners. 18 years ago, 하시구찌 가스미, a Japanese woman married a Korean man. Living with her husband’s parents in a thatched-roof house, she started her newlywed life. Sometimes she couldn’t help crying at the bug infested squat toilet, but her positive attitude has made her to be the best wife and daughter-in-law now. SYNC Hashiguchi Kasmi / Award winner It was warm and cozy sleeping in the thatched-roof house. A Chinese woman, Cho Ok-ran received the grand prize, as she has made a model family, overcoming prejudices as an ethnic Korean raised in China.   • \3.6b to be invested in horse industry in 2016 Officials see sector as new growth engine for local economy A significant sum of money will be invested into horse-related industries next year. Over 3.6 billion won will be pumped into the sector. 600 million won will go into upgrading facilities for racehorses, and 334 million will be invested to cut costs when making mixed feed for the animals. Another 388 million won will be used for horsemeat cooking competitions and other related events... while 540 million won will go into improving riding trails.   • ‘Cabin pressure control system not faulty’ Investigation into sudden drop in altitude of Jeju Air plane Officials investigating the cause of a Jeju Air plane’s sudden drop in altitude last Wednesday… say they found no fault with the cabin pressure control system. According to the investigating committee from the Ministry of Land, Infrastructure and Transport… the aircraft in question was tested for errors, but none were found with the cabin pressure control system. Officials are now checking the possibility of pilot error. In July 2011, the pilot of another Jeju Air aircraft, which also suddenly dropped in altitude, was fined and temporarily suspended from duty after he was found to have belatedly switched on the cabin pressure control system six minutes after takeoff. { '급하강' 제주항공 여압장치 이상없어 } 그제(23일) 제주항공 여객기가 급하게 비행 고도를 낮춘 원인을 조사 중인 국토교통부가 기내 압력 조절 장치인 여압 장치에 이상이 없다고 밝혔습니다. 국토교통부 항공 철도 사고 조사 위원회가 어제(24일) 해당 항공기를 시험 비행을 한 결과 기내 압력 조절 장치에 이상이 없는 것으로 나타났습니다. 이에 따라 이번 사고는 조종사 과실 쪽에 무게가 실리고 있습니다. 제주항공은 지난 2011년 7월에도 여객기가 급하게 고도를 낮춘 적이 있었고 당시 조종사는 이륙 후 6분이 지날 때까지 여압 장치를 켜지 않은 것으로 나타나 과징금과 조종사는 일시 업무 정지 처분을 받은 바 있습니다.

  • We now bring you the second part in a special series of reports called Is Jeju Safe? Today we’re focusing on illegal immigrants who have been taking advantage of Jeju’s no-visa policy to transit through the island and arrive on the mainland without a visa. With their ever-evolving ways of transiting from Jeju to the mainland, illegal immigrants are becoming harder to trace and regulate. The question now is how to get to the bottom of this problem. Todd Thacker reports. [slug] Visaless Chinese caught en route to mainland Aewol Port, Jeju City (June 20, 2015) Aewol Port is always crowded with cargo ships. Earlier this year, however, a group of people from China were caught hiding inside a container headed for Korea’s mainland. [slug] Some illegal migrants transit by boat With an overall strengthening of enforcement by customs and immigration officials, methods of human smuggling to the mainland have become more sophisticated. Shipping containers and fishing boats offer many places to hide. The Coast Guard, meanwhile, says it has become increasingly difficult to trace the growing number of illegal transits. INTERVIEW Choo Ok-nae / Jeju Coast Guard Jeju Port is larger and more difficult to smuggle people through, so they tend to choose smaller ports that are less watched as their point of transit. Previously, most attempted to hide in cargo ships or container trucks, but now there have been cases of people boldly attempting to transit by fishing boat without a visa. <인터뷰 : 추옥내 / 제주해양경비안전서 정보외사계장> “제주항은 너무 크고 보는 눈들이 많기 때문에 상대적으로 취약한 항포구를 이용해서 무단이탈을 시도하고 있습니다. -----수퍼체인지----- 기존에는 여객선, 택배차량을 이용했었는데 대담하게 어선을 이용한 시도를 하고 있습니다." What’s more, there have been several cases of people seemingly vanishing after they arrive in Jeju visa-free. SYNC Hotel worker They reserve a room for 2 or 3 nights but disappear after a day. No one seems to know where they go. But travel agents just brush it off saying ‘another one has disappeared.’ <싱크 : 00관광호텔 관계자> “2박이나 3박 일정으로 와서 하룻밤을 자고 다음날부터 사라지는 거예요. 데리고 온 가이드도, 호텔 직원들도 어디로 갔는지 모르죠. -----수퍼체인지----- 그런데 여행사 직원도 그냥 또 사라졌네 그러고 말고." The problem is that very few of these incidents are reported as missing persons cases. One reason is that tour groups are not required by law to report that someone from their group has gone missing. They are simply advised to do so. This is making it all the more difficult to trace these visa-less foreign nationals and to determine why they left the group. For its part, the Ministry of Justice is not disclosing its list of non-Koreans who enter and leave the country. SYNC Justice Ministry official As you know, individual visitor activities are permitted for up to 30 days.
