Seoul opposes Jeju’s wind power profit-sharing requirement
Provincial government vows to continue policy

The national government opposes Jeju’s system through which profits earned through the generation of wind power are shared with the local community.

The Ministry of Trade, Industry, and Energy asked the province to eliminate the stipulation for such profit sharing. Ministry representatives say the requirement overburdens wind power developers.

Provincial representatives have countered by saying that it is only because of that requirement that skeptical residents on the island have been convinced to support wind farms. The province will therefore keep the law as is.

This profit-sharing plan is part of both the Jeju Special Law and a local wind power ordinance. Wind power developers have already paid four-point-five billion won into the profit-sharing fund.

정부, '풍력이익공유화제도' 제동

정부가 제주도의 풍력개발 이익공유화제도에 대해 제동을 걸고 나섰습니다.

산업통상자원부는 풍력개발 사업자에게 주민 보상 외에 이중부담을 주는 이익공유화제도를 과도한 규제로 보고 제주도에 근거 조항 삭제를 요구하고 있습니다.

이에대해 제주도는 해당 제도가 없을 경우 풍력 발전에 반대하는 주민들을 설득할 방법이 없다며 제도를 고수하겠다는 입장입니다.

풍력 이익 공유화제도는 제주특별법과 풍력발전사업 허가 등에 관한 조례에 의해 시행되고 있으며 현재 45억 원 규모의 풍력자원공유화기금이 조성돼 있습니다.
