‘Constitutional backing needed for Jeju’s semi-autonomy’
Governor discusses issue with National Assembly leaders

Governor Won Hee-ryong met Thursday afternoon with two national leaders to make the case for Jeju’s semi-autonomy to be reflected in constitutional law.

During talks with National Assembly speaker (정세균) Chung Se-kyun and first chair of the assembly’s special committee for constitutional amendments (김동철) Kim Dong Cheol, Governor Won argued doing so was a crucial step in laying the foundation of a decentralized developed country and in creating a “free international city.”

He pointed out that this issue is not new - enshrining Jeju’s semi-autonomy in the constitution has been discussed since the initial talks on giving the island province special privileges.

Finally, the governor maintained that constitutional backing for Jeju’s semi-autonomy could serve as an example for special regions that may be created in the context of Korean unification.

"특별자치도 헌법 반영" 건의서 전달

원희룡 제주특별자치도지사가 오늘 오후 정세균 국회의장과 김동철 국회 개헌특위 제1소위원장을 만나 제주특별자치도의 헌법적 지위 확보를 위한 개헌추진 건의서를 전달했습니다.

건의서를 통해 제주도는 제주특별자치도의 헌법적 지위 확보의 경우 당초 특별자치도 기본구상단계에서부터 지속적으로 논의돼 왔고 분권형 선진국가와
국제자유도시 조성을 위한 특별자치 도입의 필요성을 강조했습니다.

또 통일 후를 대비해 특수지역에 대한 특별자치 시범 모델을 추진할 수 있는 만큼
이번 기회에 특별자치를 헌법에 반영해야 한다고 명문화했습니다.
