National government transfers power from prosecutors to police

Police have taken over from prosecutors the authority to conduct and close initial investigations into all cases.

The national government recently announced an agreement on investigative responsibilities between the prosecution and the police.

Officials say Seoul changed what had been a vertical relationship between them to one that is focused on mutual cooperation. The goal is smoother investigations and indictments.

Prosecutors retain the sole authority to indict, and to investigate in specific cases, as well as to request that the police conduct further investigations.

검찰 수사지휘권 폐지, 경찰에 '종결권' 부여

검찰의 수사지휘권이 폐지되고 경찰에 모든 사건에 대한 1차 수사권과 종결권이 부여됩니다.

정부는 이같은 내용을 골자로 한 검-경 수사권 조정 합의문을 발표했습니다.

정부는 검찰과 경찰간 지휘와 감독의 수직적 관계에서 벗어나 수사와 공소 제기,
유지의 원활한 수행을 위해 상호협력하는 관계로 설정했다고 밝혔습니다.

이번 합의문에서 검찰은 기소권과 함께 일부 특정사건에 대한 직접 수사권,
송치 후 수사권, 경찰수사에 대한 보완수사요구권 등을 갖게 됐습니다.
