1. Tourists to pay mandatory ‘environmental preservation contribution’
Provincial government’s plan would raise est. ￦150b annually

The provincial government has decided to charge tourists who use local services or businesses that stress the natural environment by adding the island’s waste, sewage, air quality, and traffic problems.

Tourists will have to pay 15-hundred won per night per person for staying in local accommodations. The mandatory environmental preservation contribution for rental cars will be 5,000 won per day, and it will be five percent of the total cost of using chartered buses.

Assuming 19 million tourists per year, local officials say the fees will add up to 150 billion won annually.

The province will include this proposal in the seventh revision to the Jeju Special Law, with a goal of enacting the new regulations in the first half of 2020.

"관광객 대상 환경보전기여금 부과"

제주특별자치도가 관광객을 대상으로 한 환경보전기여금 제도를 도입하기로 결정했습니다.

기여금 부과는 생활폐기물과 하수배출, 대기오염, 교통혼잡 유발을 대상으로 이뤄지며 숙박료에 1인당 1박 기준으로 1천 500원, 렌터카 1일 5천원, 전세버스 이용요금의 5%입니다.

이렇게 될 경우 관광객 1천 900만명을 기준으로 연간 1천 500억원이 징수될 것으로 제주도는 예상하고 있습니다.

제주도는 제주특별법 7단계 제도개선안에 이같은 내용을 포함해 법 개정과 조례 제정을 거쳐 오는 2020년 상반기부터 시행하는 것을 목표로 잡고 있습니다.
