National audit board rules on outdoor pool at Gwakji Gwamul Beach

The Board of Audit and Inspection of Korea has ruled that local government officials do not need to pay compensation regarding problems related to the restoration of an outdoor saltwater pool at Gwakji Gwamul Beach.

The problems came to light in 2016.

In explaining its determination that the officials in charge committed no serious faults, the audit board concluded that the rules governing the types of facilities allowed in Level 1 Landscape Preservation Districts are vague. It also pointed out that the (곽지리) Gwakji-ri Development Committee selected the location for the pool.

The provincial commission of audit and inspection came to a different conclusion in August 2016. It ruled that local officials had not followed proper administrative procedures when the pool was restored, so it ordered the local government to pay 448 million won in compensation.

The local commission says it respects the differing conclusion of the national board.

감사원, "곽지과물 공무원 변상책임 없어"

감사원이 지난 2016년 곽지과물 해변 야외해수풀장 원상복구와 관련해 공무원 변상책임이 없다고 결론 내렸습니다.

감사원은 경관보전지구 1등급 지역에 허용되는 시설 범위가 모호하고 해수풀장 위치 역시 곽지리 개발위원회에서 결정한 점을 고려할 때 담당 공무원들에게 책임을 물을 정도의 중대한 과실은 없다고 밝혔습니다.

한편 제주도감사위원회는 지난 2016년 8월, 곽지과물 해변 야외해수풀장 원상복구 과정에서 행정절차를 제대로 이행하지 않은 공무원들에게 4억 4천 8백만 원의 변상명령을 요구했습니다.

감사위원회는 변상명령에 대한 최종 판단은 감사원에서 결정하는 만큼 이번 판단을 존중한다고 밝혔습니다.
