Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • 1. ‘No need for compensation’ National audit board rules on outdoor pool at Gwakji Gwamul Beach The Board of Audit and Inspection of Korea has ruled that local government officials do not need to pay compensation regarding problems related to the restoration of an outdoor saltwater pool at Gwakji Gwamul Beach. The problems came to light in 2016. In explaining its determination that the officials in charge committed no serious faults, the audit board concluded that the rules governing the types of facilities allowed in Level 1 Landscape Preservation Districts are vague. It also pointed out that the (곽지리) Gwakji-ri Development Committee selected the location for the pool. The provincial commission of audit and inspection came to a different conclusion in August 2016. It ruled that local officials had not followed proper administrative procedures when the pool was restored, so it ordered the local government to pay 448 million won in compensation. The local commission says it respects the differing conclusion of the national board. 감사원, "곽지과물 공무원 변상책임 없어" 감사원이 지난 2016년 곽지과물 해변 야외해수풀장 원상복구와 관련해 공무원 변상책임이 없다고 결론 내렸습니다. 감사원은 경관보전지구 1등급 지역에 허용되는 시설 범위가 모호하고 해수풀장 위치 역시 곽지리 개발위원회에서 결정한 점을 고려할 때 담당 공무원들에게 책임을 물을 정도의 중대한 과실은 없다고 밝혔습니다. 한편 제주도감사위원회는 지난 2016년 8월, 곽지과물 해변 야외해수풀장 원상복구 과정에서 행정절차를 제대로 이행하지 않은 공무원들에게 4억 4천 8백만 원의 변상명령을 요구했습니다. 감사위원회는 변상명령에 대한 최종 판단은 감사원에서 결정하는 만큼 이번 판단을 존중한다고 밝혔습니다.

Seoul has been redoing the feasibility study on the island’s second airport since July. [slug] Residents seek extension of study period A review panel was organized in September to monitor the feasibility study. Meanwhile, area residents in the selected site for the new airport asked for an extension period to December to conduct the study. Despite the demand, the feasibility study will end this month. [slug] Review panel agrees to end study in November The review panel conditionally agreed to close the second investigation. Jeju branch of National Forensic Service closer to reality National Assembly committee approves ￦4.5b in funding next year Jeju is getting closer to having its own branch of the National Forensic Service. One of the island’s National Assembly members, Kang Chang-il, says the Public Administration and Security Committee has passed a proposal to release 4.5 billion won in funding next year to establish and operate the branch office. The budget includes funding for personnel, remodeling, operations, equipment, and informatization. The NFS has five regional offices: Seoul, Daegu, Daejeon, Gwangju and Busan. Garlic, carrot, cabbage production declines over past 10 years More onions being grown on island Over the past decade, garlic, carrot, and cabbage production has fallen on the island, while farmers have grown more onions. The Jeju branch of the Honam Regional Statistics Office says garlic production is down 48.6 percent. The numbers for carrots and cabbages are 50.6 percent and 30.8 percent, respectively. Onion production, however, is up 58.8 percent over the past ten years. Over the same period, the area dedicated to growing mandarin oranges grew by 1.3% to 21,000 hectares but production of the fruit fell by 6.3 percent. 마늘·당근 줄고, 양파 늘어 최근 10년 동안 제주에서는 마늘과 당근, 배추 생산량은 준 반면 양파 생산량은 크게 늘었습니다. 호남지방통계청 제주사무소에 따르면 제주지역 마늘생산량은 10년전에 비해 48.6% 감소했고당근과 배추는 각각 50.6%, 30.8% 줄어들었습니다. 반면, 양파 생산량은 10년 동안 58.8% 증가했습니다. 한편, 감귤 재배면적은 2만 1천 헥타르로 10년전에 비해 1.3% 증가했지만 생산량은 6.3% 감소한 것으로 나타났습니다.

Most of the cases??16??involved leaving waste oil containers around ports and seven involved vessels that lacked the required marine pollution prevention certificate. Another two involved the direct dumping of waste into the sea, and the coast guard booked without detention the violators involved in those cases. Everyone else was fined for their transgressions. Chickenpox afflicting more people each year From 1,300 in 2016 to 2,700 so far this year Medical authorities say locals need to do more to prevent chickenpox, as the number of people contracting it is growing by the year. The provincial government says some 13-hundred locals came down with it in 2016. That number grew to 15-hundred last year, and it mushroomed to 27-hundred-and-counting this year. Most patients are infants and elementary school students. Local officials are asking everyone to get their chickenpox vaccinations, pay attention to personal hygiene, and refrain from outside activities if you do come down with it. 올들어 수두환자 급증…예방 주의 올들어 수두환자가 급증하고 있어 감염병 예방에 주의가 필요합니다. 제주특별자치도에 따르면 수두환자는 지난 2016년 1천 3백명, 지난해 1천 5백명, 올해는 지난달까지 2천 7백명으로 전년 대비 두 배 가까이 급증했습니다. 특히 초등학생과 영유아 수두 환자가 많이 발생하고 있습니다. 제주특별자치도는 백신 접종과 개인위생에 신경을 쓰고 수두가 생기면 단체 또는 외부 활동의 자제를 당부했습니다.

Provincial ed. office releases ￦1.2t budget plan for next year Includes financial support for children from large families Beginning next year, all students from families with three or more children qualify for financial assistance for afterschool activities and lessons. The provincial office of education says that plan is included in the 1.2 trillion won budget proposal for 2019 that it will submit to the provincial council. The total is 107.8 billion won more, or 9.9 percent higher, than this year’s budget. 4.3 billion will be spent on afterschool activities, which will be the first support of its kind in the nation. The office will also provide financial assistance for the treatment of four types of disease, including childhood cancer, cardiovascular and cerebrovascular ailments, and rare incurable diseases.   • This week on Jeju: A to Z, Todd Thacker profiles a popular destination southeast of Jeju City called Sangumburi. As we’ll see now, this extinct volcanic crater covered in fields of light brown pampas grass is emblematic of autumn on the island. The remarkably symmetrical crater of Sangumburi, an extinct volcano to the southeast of Jeju City, is a stunning ? and unique ? destination in more ways than one. [Slug CG] 600 m crater resembles Hallasan Mountain’s Baengnokdam Described as a kind of “natural stadium,” it is 600-meters in diameter and similar in size to Baengnokdam crater atop Hallasan Mountain. Around it are sweeping, light-brown fields of pampas grass, which grow several meters tall and are emblematic of the autumn and winter seasons on the island. [Slug CG] Pampas grass appears in Jeju-related films, TV, art, photography Images of this grass appear in all sorts of artistic works related to Jeju, from films, TV dramas, and paintings by famous artists, like Jeju-born painter Byun Shi-ji, and nature photographer Kim Young-gap’s panoramic long-exposures. [Slug CG] Carefully monitored habitat for 400 plant and animal species The crater and area is also a windfall for scientific research. Its densely packed habitat is home to about 400 species of plants and animals. And though tourism and the environment usually are at odds, Sangumburi is carefully monitored. The hundreds of thousands of people who visit every year thus have a minimal impact on the site, while maximizing their appreciation for this Natural Monument. [Slug CG] Breathtaking vistas from crater rim From atop the crater on a clear day, you can enjoy views of the ocean to the north, Seongsan Sunrise Peak to the east, and of course the breathtaking profile of Hallasan Mountain to the west ? all framed with the swaying pampas fields. Munseom Island environs named ‘underwater landscape zone’ ￦45b will be spent in area through 2022 The national government has designated the area around Munseom Island in Seogwipo as a so-called “underwater landscape zone.” The provincial government says the island was selected by the Ministry of Maritime Affairs and Fisheries after its first nationwide public contest for the designation. Some 45 billion won will be spent through 2022 on building a support center for marine leisure sports in the area as well as facilities to view the underwater environment. 서귀포 문섬 일대 '해중경관지구' 지정 서귀포시 문섬 일대가 해중경관지구로 지정됐습니다. 제주도는 해양수산부가 국내 최초로 공모한 해양경관지구 지정 공모 사업에 서귀포시 문섬 일대가 최종 선정됐다고 밝혔습니다. 이에 따라 서귀포시 문섬 일대에는 오는 2022년까지 450억 여 원이 투입돼 해양레저 스포츠 종합지원센터와 수중경관 전망 시설 등이 조성됩니다.
