Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Local April 3rd committee accepts more claims from victims National committee will make final decision on 1,400 cases The Jeju April 3rd Incident working committee has finished its review of nearly 14-hundred people who are seeking official status as either an incident victim or the relative of one. The committee convened for its 160th meeting Wednesday and accepted the claims, collected from all parts of the island, of 54 people who say they were victims and 1,335 who say their family members were. The April 3rd Incident Central Committee will now hold a final review of their cases before issuing its decision. The 6th application period for victimhood status finishes at the end of the year. Through the end of October, authorities had received claims from about 230 victims and 14,000 relatives during the period. 4·3실무위, 희생자·유족 1천 3백명 심사 제주 4.3 실무위원회가 희생자와 유족 1천 3백여 명을 심사 의결했습니다. 위원회는 10월 31일 제160차 회의를 열고 읍면동으로 접수된 희생자 54명과 유족 1천 335명을 심사해 원안 의결했습니다. 최종 인정 여부는 4.3 중앙위원회 최종 심의에서 결정될 예정입니다. 한편 이번 6차 추가접수는 연말까지 진행되며 지난달 까지희생자 230여 명과 유족 1만 4천여 명이 접수됐습니다.

  • 2. Consumer prices up 1.4% last month Agricultural, seafood products 9.7% more expensive compared to Oct. 2017 Consumer prices are rising in Jeju. The Jeju branch of the Honam Regional Statistics Office says the consumer price index was up 1.4 percent year-on-year last month. Prices for agricultural and seafood products rose 9.7 percent and industrial goods were up 2.2 percent compared to October 2017. Prices for gasoline, rice, tomatoes, potatoes, and carrots also rose considerably over the previous month. 지난달 제주 소비자 물가 1.4% 상승 제주지역 소비자 물가가 상승했습니다. 호남지방통계청 제주사무소에 따르면 지난달 제주지역 소비자물가지수는 지난해 같은 기간보다 1.4% 올랐습니다. 농축수산물이 1년전보다 9.7% 올랐고 공업제품이 2.2% 상승한 것으로 나타났습니다. 생활물가 상승 주요 품목을 보면 휘발유와 쌀, 토마토, 감자와 당근 등이 전달보다 크게 올랐습니다.

Both involve alleged pre-electioneering in the lead-up to last June’s local elections. Officers from the provincial police and Seogwipo Police Station looked into five separate allegations against the governor. The list included bribery and Election Law violations. Investigators dismissed accusations involving special memberships at the Biotopia Golf Course, saying they found no evidence that the governor or his wife had made use of a membership. Prosecutors will base their decision whether to indict the governor based on the data they receive from the police. 원 지사 사전선거운동 2건 기소의견 송치 경찰이 6.13 지방선거 과정에서 사전선거운동을 한 혐의로 원희룡 제주도지사에 대해 기소의견을 달아 사건을 검찰에 넘겼습니다. 제주지방경찰청과 서귀포경찰서는 뇌물수수와 선거법 위반 등의 혐의로 고발된 원희룡 지사에 대해 전체 5건의 혐의 가운데 사전선거운동 2건만 기소의견을 달아 검찰에 송치했습니다. 비오토피아 특별회원권과 관련해서는 원 지사와 부인이 회원권을 사용한 증거를 찾지 못해 혐의가 없는 것으로 봤습니다. 검찰은 경찰 자료를 바탕으로 이달안에 기소 여부를 결정할 방침입니다.

Contrary to the phenomenon, (전농로) Jeonnong-ro road in Jeju City is drawing people's attention. Instead of artificial structures, huge cherry blossom trees are the street’s main feature. Area residents use the street in creative ways. [slug] Flea market, children’s activities at community festivals At community festivals, area residents open a flea market and run participatory programs for children. The community itself, not the administration office, has organized festivals since 2017. This boosts the participation of area residents. [slug] Profits from community events donated to underprivileged A part of the profit made from community events goes to underprivileged neighbors. The community’s efforts have made a difference over the last three years. Everybody notices the changes. Chagwido named November’s ‘Uninhabited Island of the Month’ Small island west of Jeju known for its unique landscape The Ministry of Maritime Affairs and Fisheries has selected (차귀도) Chagwido Island in (한경면) Hangyeong-myeon, Jeju City, as November’s ‘uninhabited island of the month.” The island is small, at only 0.16 square kilometers, and it’s the westernmost point of Jeju Province. It is known for its spectacular landscape of seashore cliffs and unique rock formations. Seoul named it Natural Monument Number 422 in 2000, and its entirety is also a national geopark. As a designated natural reserve, entry to the island was prohibited until 2011, when it was opened to the public. 해수부, 11월 무인도서 '차귀도' 선정 해양수산부가 11월의 무인도서로 제주시 한경면 차귀도를 선정해 발표했습니다. 제주에서 가장 서쪽에 위치한 차귀도는 0.16㎢ 면적의 작은 섬으로 해안절벽과 기암괴석이 어우러져 절경을 이루고 있습니다. 특히 2000년부터 국가지정 천연기념물 제422호로 섬 전체가 국가지질공원이라고 소개했습니다. 차귀도는 그동안 천연보호구역으로 출입이 금지됐다가 2011년부터 일반에 개방됐습니다.

  • 4. ‘JQ mark’ verifies product origins Export process streamlined for local items Products with the JQ mark, which certifies them as being of high quality and from Jeju, no longer need to undergo additional origin verification processes for free trade agreements. The Korea Customs Service and the provincial government agreed to a quote “FTA easy verification system” unquote. The customs service will accept JQ marked-products as-is, without the need of further documentation proving their origin. Provincial representatives say this will help promote Jeju-branded products and streamline the export process. JQ 인증으로 원산지 인정…수출 절차 간소화 제주 우수제품 품질인증, 이른바 JQ 인증을 받은 제품은 별도의 추가 절차 없이 FTA 원산지 증명이 가능하게 됐습니다. 제주도는 이같은 내용을 골자로 한 'FTA 간편인정제'를 도입하기로 관세청과 협의했습니다. 이에 따라 JQ 인증 제품은 FTA 관세특례가 적용돼 원산지 증명서류 제출 없이도 관세청으로부터 원산지 인정을 받을 수 있게 됐습니다. 제주도는 수출 절차 간소화와 제주 브랜드 홍보효과도 높아질 것으로 기대했습니다.

  • 3. Growing number of new homes remain unsold 1,275 in Jeju in September The number of unsold new homes across the country is slowly decreasing, but it’s still on the upswing here in Jeju. The land ministry says there were some 60,000 unsold new residential units in the country as of the end of September. That’s 17-hundred fewer than in August. There were 1,275 unsold homes in Jeju, and that’s 58 more than the month before. Of particular note: 711 homes on which construction finished in September remained unsold and that’s an increase of 52 over the previous month. 제주지역 미분양 주택 '증가' 전국적으로 미분양 주택이 조금씩 줄어드는 가운데 제주는 여전히 증가세를 보이고 있습니다. 국토교통부에 따르면 지난달까지 전국적으로 미분양 주택은 6만호로 전달에 비해 1천 700호 줄었습니다. 반면 제주는 1천 275호로 전달에 비해 오히려 58호 늘었습니다. 특히 준공 후 미분양 주택 역시 제주는 지난달까지 711호로 전달에 비해 52호 증가했습니다.

  • 2. Sales index at large retailers recovering Figure up 4.4% in September compared to August The Jeju branch of the Honam Regional Statistics Office says sales are improving at large retailers. The gross sales index at large retailers in Jeju was 108.4 in September. That’s 0.2 percent lower than a year before, but its 4.4 percent higher than the month before. Analysts say that means the decline is leveling out. Receipts for cosmetics and clothes dropped 12 percent and 4 percent, respectively, but sales figures were up for entertainment, hobby items, and electronics. 제주도내 대형마트 판매 지수 회복세 호남지방통계청 제주사무소에 따르면 9월 제주지역 대형소매점 판매액지수는 108.4로 지난해 같은 기간보다 0.2% 감소했습니다. 다만 지난달보다는 4.4% 증가해 하락세를 벗어난 것으로 분석되고 있습니다. 상품군별로 보면 화장품과 의복 등이 각각 12%와 4% 줄어들었고 오락, 취미 용품, 가전제품 등은 증가했습니다.

Another call for administrative audits of large development projects Targets would include Myths and History Theme Park, GEC, etc. A provincial council member is again proposing administrative audits of large development projects to ensure there were no illegal favors granted when construction permits were issued and to determine their environmental impact. Democratic Party representative (김경학) Kim Gyeong-hak said Wednesday during a press briefing that he would submit the proposal Thursday. If it passes, a special nine-member committee will be formed at the council to investigate the projects beginning in January. The targets of the audits would include 12 projects that are greater than 500,000 square meters in size; eight amusement and leisure developments, including the Myths and History Theme Park and the Yerae Resort Complex; and the JDC’s Global Education City and Jeju Science Park. 대규모 개발사업장 '행정사무조사' 재추진 대규모 관광개발사업장에 대한 인허가 절차 특혜 여부와 환경적 영향을 살펴보기 위한 제주도의회 행정사무조사가 다시 추진됩니다. 김경학 더불어민주당 원내대표는 31일 도의회 기자실에서 브리핑을 갖고 행정사무조사 요구서를 1일 본회의 안건으로 제출한다고 밝혔습니다. 요구서가 통과되면 '대규모 개발사업에 대한 행정사무조사를 위한 특별위원회'를 도의원 9명 규모로 구성하고 내년 1월 중 조사에 들어가게 된다고 덧붙였습니다. 조사 대상은 50만 제곱미터 이상 대규모 개발사업 12곳과 신화역사공원과 예래휴양형주거단지 등 유원지 조성사업 8곳, 그리고 JDC가 추진한 영어교육도시와 첨단과학기술단지도 포함됐습니다.
