5. Province plans to charge building owners for traffic congestion
If council passes proposal, first bills will be issued in October 2020

Traffic congestion is a growing problem on the island, and the provincial government plans to address the issue by charging building owners for the congestion the structures cause.

This new system is included in the revision to the urban traffic improvement ordinance that the province has submitted to the provincial council.

Buildings would be charged annually 350 to 1,600 won per square meter of floor space depending on their size.

If the council passes the proposal, the new rule will go into effect in August, with the first bills issued in October 2020.


내년 '교통유발부담금' 제도 첫 시행

제주지역 교통난이 날로 심화되는 가운데 내년부터 제주에서도 교통유발부담금 제도가 처음으로 시행됩니다.

제주도는 교통유발부담금 제도를 담은 도시교통정비 촉진 조례 개정안을 마련해
제주도의회에 제출했습니다.

교통유발부담금은 교통 수요를 유발하는 시설에 부담금을 부과하는 제도로 시설물 규모에 따라 제곱미터당 350원부터 1천 600원까지 책정됐습니다.

조례안에 도의회를 통과하면 내년 8월부터 1년 단위로 부담금을 부과하게 되며
첫 고지서는 2020년 10월 발급됩니다.
