Lawmakers say province failed to set aside surplus funding from last year

Provincial council standing committees have begun reviewing the provincial government’s budget for next year, and lawmakers are looking closely at the issuance of 950 billion won in municipal bonds.

The Autonomous Administration Committee says the province has violated an ordinance that it set aside 15 percent of the surplus from the previous year for longterm and unplanned urban facility maintenance and construction.

Lawmakers maintain that if the province had done as it should, it would have enough money to purchase urban planning facilities without the need to issue bonds.

Provincial officials responded that it was difficult to accurately predict the future, but that they would try to reduce debt.

9천 500억 원 규모의 지방채 발행 계획이 쟁점으로 다뤄졌습니다.

행정자치위원회는 관련 조례에 전년도 결산액 가운데 순세계잉여금의 15%를 특별회계로 운용해 장기미집행 도시계획시설 보상에 활용하도록 했지만 제주도가 이를 위반했다고 지적했습니다.

의원들은 제주도가 조례를 지켰다면 장기미집행 도시계획시설 매입에 대비할 수 있었지만 결국 지방채를 발행하는 상황을 초래했다고 주장했습니다.

이에 대해 제주도는 장래 예측에는 항상 부족함이 있다며 가급적 부채 규모를 줄이겠다고 밝혔습니다.
