Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

In explaining its decision, the KCTA said the program has contributed to creating a discrimination-free society for non-Korean residents. KCTV '하이퐁 세가족' 우수프로그램 수상 KCTV제주방송이 제작한 다문화가정 시트콤 '하이퐁 세가족'이 한국케이블TV방송협회의 지역채널 특집분야 우수프로그램으로 선정됐습니다. 하이퐁 세가족은 베트남 하이퐁에서 제주로 시집 온 다문화가정 여성이 우리나라에서 겪는 이야기를 20부작으로 제작해 방송됐습니다. 케이블TV방송협회는 다문화가정이 차별받지 않는 사회를 만드는 데 기여했다며 선정 이유를 밝혔습니다.

Proposal for Tamna history and culture R&D Wi Seong-gon wants Seoul to support study of ancient Jeju One of Jeju’s representatives at the National Assembly wants the national government to fund research into ancient Jeju history, when the island was ruled by the state of Tamna. (위성곤) Wi Seong-gon has proposed a special law that includes national funding for research into and development of Tamna history and culture. According to the proposal, once the land ministry designates Tamna historic and cultural areas, the local and national governments would support research into uncovering and preserving the island’s ancient cultural heritage. 탐라역사 연구·조사, 국가 지원 법안 발의 제주 고대역사로 알려진 탐라에 대한 연구 조사를 국가가 지원하는 방안이 추진됩니다. 위성곤 국회의원은 최근 이같은 내용을 담은 탐라역사문화권 연구 조사와 발전에 관한 특별법을 발의했습니다. 이 법안은 국토교통부 장관이 탐라역사문화권 지역을 지정하면 국가와 지방자치단체가 문화 유산을 발굴 또는 보존하기 위한 연구를 지원하도록 했습니다.

  • 2. Inter-Korean cultural events scheduled in December, January NGOs plan to hold exhibition, performance in Jeju There’s a private sector push in Jeju to hold inter-Korean cultural events here. Jeju City officials say a performance has been scheduled December 30th at Jeju Arts Center. The event is titled “The Wind of Peace from (백두) Baekdu to Halla.” An art exhibition is then planned from January 2nd through the 30th. It will feature the mountains of North and South Korea, like (백두산) Baekdusan, (금강산) Geumgangsan, and Hallasan. The Ministry of Unification says these events are being organized by non-governmental organizations in the north and the south. It will decide whether to approve them by mid-December. 제주서 민간 차원 '남북예술제' 개최 추진 제주에서 민간차원의 남북예술제가 추진되고 있는 것으로 알려지며 성사 여부가 주목됩니다. 제주시 등에 따르면, 다음달 30일 제주아트센터에서 '평화의 바람, 백두에서 한라까지'라는 주제로 남북예술제 공연 예약이 접수됐습니다. 내년 1월 2일부터 30일까지는 백두산과 금강산, 한라산 등을 다룬 미술 작품 전시회가 예정돼 있습니다. 통일부는 남북 민간차원에서 이같은 내용을 추진하고 있으며 내부 검토 이후 다음달 중순 이전에 최종 승인할 방침으로 전해졌습니다.

First hearings of April 3rd Incident retrials 10 people proclaimed their innocence Monday, Tuesday The initial hearings in retrials of people who say they were wrongly convicted of various offenses during the April 3rd Incident were held on Monday and Tuesday. Jeju District Court Judge (제갈창) Jae Gal-chang presided over the first hearings Monday afternoon. Ten people, including (김평국) Kim Pyeong-guk, were questioned, and they laid out their defenses. All ten proclaimed their innocence. They testified about the trial procedures and what they endured while they were imprisoned. The court will announce its decision on their cases December 17th. Sentencing will be done by the end of the year. 4·3 수형인 재심 형사재판 심문 열려 4·3 사건 수형 피해자 18명에 대한 재심 형사재판 첫 심문이 26일과 27일 이틀간 열렸습니다. 26일 오후 제주지법 형사2부 제갈창 부장판사 주재로 열린 첫 심문에서는 김평국 할머니 등 10명을 대상으로 피의자 심문과 변론이 이뤄졌습니다. 김 할머니 등 10명은 당시 재판받은 과정과 투옥 생활 등에 대해 진술하며 무죄를 주장했습니다. 한편, 최종결심기일은 다음달 17일이며 최종선고는 올해 안에 이뤄질 예정입니다.

  • Over the past couple of years, another 29 sets of remains of April 3rd Incident victims have been positively identified. Hundreds more bodies remain to be ID'd, but officials say they don’t have enough funding for the work. Joseph Kim reports. This is the Jeju April 3rd Peace Park. [slug] Jeju April 3rd Peace Park The remains of 400 bodies exhumed at the Jeju International Airport and other locations on the island from 2006 through 2011 are placed here. [slug] Another 29 bodies identified with DNA testing Among the 400 unknown bodies, 29 have been identified recently, following three bodies identified in 2016. The identified remains were discovered at the northwestern and northeastern areas of the north and south runway of the Jeju International Airport which is closed as it was suspected that the area was a mass grave for hundreds of people killed during the April 3rd Incident. [slug] 22 executed in 1949, 6 in 1950 Among those identified, twenty two were executed at a court-martial in 1949 and six were subjects of preventive custody and executed by soldiers in 1950. And the remaining one is presumed to be a victim who was executed. Up to now, 121 bodies have been identified. Free heat packs for residential water meters Local officials trying to prevent equipment from freezing Every household in Jeju will be given a free heat pack to keep their water meter functional this winter. Authorities say they will use four hundred million won to provide the packs to 110,000 island homes as part of efforts to prevent water leaks. Officials in both of the island’s cities will also pay extra attention to making sure old housing as well as residences in areas prone to freezing are well-maintained. They will run teams to monitor the situation and respond to emergencies. Over the past three years, some 4,430 water meters have frozen and created leaks in Jeju.   • 4. Spike in savings Island-wide total surges to ￦26.3t in September Local companies and individuals are saving a lot more money. According to the Jeju branch of the Bank of Korea, local financial institutions were holding a total of 26 trillion 312 billion won in deposits in September. That’s 223 billion more than the just the month before. Analysts say the noticeable jump in savings included a greater amount of fixed and corporate deposits. Meanwhile the aggregate household loan balance in Jeju in September was 14 trillion 895 billion won. That represents one-month growth of 149 billion won. 제주지역 저축성 예금 크게 늘어 금융기관에 저축하는 제주도내 예금이 큰 폭으로 늘었습니다. 한국은행 제주본부에 따르면 지난 9월말 제주지역 금융기관의 수신 잔액은 26조 3천 118억 원으로 전달보다 2천232억 원 늘었습니다. 특히, 정기예금과 기업자유예금을 중심으로 저축성 예금이 크게 증가한 것으로 분석됐습니다. 9월 기준 제주지역 가계대출 잔액은 14조 8천 946억 원으로 전달보다 1천 489억 원 늘어난 것으로 집계됐습니다.

Court rules in favor of former landowners at Yerae development Series of wins for people whose property was expropriated for project Landowners seeking the return of property that was expropriated for the Yerae Resort-type Residential Complex have won a series of court cases on the issue. Jeju District Court Judge (이의진) Lee Ui-jin has ruled in favor of an 87-year-old plaintiff surnamed “Oh” and his wife in a case they brought against the Jeju Free International City Development Center challenging the transfer of land registration for the development. The court found that the Yerae complex is not considered an amusement park, as defined by the National Land Use Planning Law, meaning there was a mistake when permission was granted for the project. The judge ruled that therefore that permission can be canceled and the land expropriation revoked. On the same day, the court ruled in favor of another 18 landowners in similar suits against the JDC. 21 former property owners have won such cases this year. 예래단지 토지 반환소송 토지주 잇따라 승소 예래휴양형주거단지 조성 사업에 강제 수용된 토지를 돌려달라고 반환소송을 제기했던 토지주들이 잇따라 승소했습니다. 제주지방법원 제2민사부 이의진 부장판사는 예래동 토지주 87살 오 모 씨 부부가 JDC를 상대로 제기한 소유권이전 등기 소송에서 원고 승소 판결을 내렸습니다. 재판부는 예래단지가 국토계획법에 정한 기발시설인 유원지와 달라 인가처분에 하자가 있는 만큼 당연 무효가 되고 토지수용재결 역시 후행처분인 만큼 무효라고 판단했습니다. 법원은 이날 또 다른 예래동 토지주 서 모씨 등 18명이 JDC를 상대로 제기한 토지 소유권 소송에서도 원고 전부 승소 판결을 내리는 등 올 들어 예래동 토지주 21명이 잇따라 승소했습니다.

  • 2. ‘Shouldn’t be a need to issue so much in bonds’ Lawmakers say province failed to set aside surplus funding from last year Provincial council standing committees have begun reviewing the provincial government’s budget for next year, and lawmakers are looking closely at the issuance of 950 billion won in municipal bonds. The Autonomous Administration Committee says the province has violated an ordinance that it set aside 15 percent of the surplus from the previous year for longterm and unplanned urban facility maintenance and construction. Lawmakers maintain that if the province had done as it should, it would have enough money to purchase urban planning facilities without the need to issue bonds. Provincial officials responded that it was difficult to accurately predict the future, but that they would try to reduce debt. "제주도 회계 예측 실패, 지방채 발행" 제주도의회가 소관 상임위원회별로 제주도 내년 예산안 심사에 들어간 가운데 9천 500억 원 규모의 지방채 발행 계획이 쟁점으로 다뤄졌습니다. 행정자치위원회는 관련 조례에 전년도 결산액 가운데 순세계잉여금의 15%를 특별회계로 운용해 장기미집행 도시계획시설 보상에 활용하도록 했지만 제주도가 이를 위반했다고 지적했습니다. 의원들은 제주도가 조례를 지켰다면 장기미집행 도시계획시설 매입에 대비할 수 있었지만 결국 지방채를 발행하는 상황을 초래했다고 주장했습니다. 이에 대해 제주도는 장래 예측에는 항상 부족함이 있다며 가급적 부채 규모를 줄이겠다고 밝혔습니다.
