The provincial office of education plans to adopt the International Baccalaureate curriculum at public schools in Jeju, and it’s proving to be a controversial proposal. Here’s Mike Laidman with a second report on the issue, this time focusing on its estimated costs.

The provincial office of education is planning to introduce the International Baccalaureate, or IB curriculum, to the island’s schools.

It’s not only those directly involved in education, however, but also local communities, who have conflicting opinions about this proposition.

Today, we're taking a look at the curriculum from the point of view of cost.

Opponents argue that the IB curriculum can only be properly implemented at richer, private schools, like international schools and foreign language high schools, which cost tens of millions of won in tuition fees per year.

Average tuition at international schools surpasses 50 million won per year. The IB curriculum requires that much money. If we invest that much into one public school, it will be just like creating an elite private school. I don’t think it would be any different than creating another international school.

"국제학교 학비가 5천만원이 넘잖아요. 그런 예산이 투입돼야만 운영되는데 공교육에 이런 국제학교 프로그램을 가져와서 한 학교에 굉장히 많은 예산을 쏟아붓는다면 이게 또 하나의 귀족학교다. 국제학교를 또다시 만드는 것과 마찬가지라 생각합니다."

Meanwhile, the education office has emphasized that the IB curriculum is a part of the regular education system and that there’s a plan to introduce it at schools in rural areas on a trial basis.

‘Rural schools could attract outstanding students’

The office stresses that such a trial would attract outstanding students to rural schools, and reduce some of the stress and contestation that goes into getting into some of Jeju’s main schools.

Even if the expensive curriculum of private schools is adopted by public schools, the public schools won’t become costly, privileged schools. Some of the 4,000 schools using the IB curriculum globally have been saved from closure by introducing the curriculum.

"경기외고나 충남 삼성고 등에서 한다고 해서 이 것을 수월성교육이라고 한다면 서울대에서 환경교육을 하면 환경교육이 수월성 교육입니까? 그 것은 전혀 아니구요. IB를 도입한 세계 4천 개 학교 중에는 너무 학생이나 환경이 열악해서 페교 위기에 있다가 IB를 도입하면서 오히려 성공한 사례가 더 많았습니다."

The same tune can be heard from teachers of international schools on the subject of the IB curriculum introduction.

They say they are watching many countries introduce the internationally-recognized curriculum, which helps to cultivate human resources to lead the world to a better future.

‘Constant investment is key to success’

However, they note that constant investment in teaching resources and evaluative tools is the key to IB success.

"(IB 도입 노력은) 좋다고 생각합니다. 하지만 투자하기 앞서 굉장히 신중해야 할 것 같아요. 왜냐하면 (IB는) 비용이 많이 들기때문이에요.
