1. Council passes proposal on direct mayoral elections
Bill’s fate at National Assembly unclear

The provincial council has passed a proposal to change the method of selecting the island’s mayors to direct elections.

During a regular session Wednesday, 31 of the 41 local lawmakers present voted in favor of amending the Jeju Special Law in order to institute direct mayoral elections.

Nine were opposed and one abstained. The bill will be transferred to the National Assembly for a final decision.

The bill’s fate remains unclear. Opponents argue that direct mayoral elections will not work because the island’s mayors would still not be considered legal entities. Some are demanding instead that the island’s cities be given back their autonomy. Municipal administrations now fall under the provincial government.

제주도의 행정체제 개편안으로 제시된 행정시장 직선제가 도의회를 통과했습니다.

제주도의회는 27일 본회의를 열어 행정시장 직선제를 주요 내용으로 하는 제주특별법 개선과제 동의안을 상정하고 재석 의원 41명 가운데 31명의 찬성으로 가결처리했습니다.

9명이 반대했으며 1명은 기권했습니다.
 
본회의에서 동의안이 가결됨에 따라 이 같은 내용을 담은 제주특별법 개정안은 국회로 넘어가게 됐습니다.

그러나 법인격이 없는 행정시장 직선제에 대한 무용론이 여전한 데다 기초자치단체 부활 요구도 계속되고 있어 제주특별법 개정 여부는 불투명한 실정입니다.
