3. Proposal made to ban seaports, airports in conservation zones
Conservation area includes 44k square meters of 2nd airport development area

A local representative has proposed an ordinance on imposing a ban on seaports and airports within Grade 1 conservation zones.

Council member Hong Myeong-hwan (홍명환), proposed the bill to protect all Grade 1 conservation zones, which would also include areas of underground water and ecosystem preservation zones. It also states that any adjustments of the grades of conservation zones must be made with the consent of the local council.

It has been noted that the site for the second airport includes 44,000 square meters of Grade 1 underground water conservation areas.


"보전지역 1등급에 공·항만 설치 금지" 발의

지하수나 절대보전지구의 1등급 지역에는
항만이나 공항을 추가할 수 없는 내용의 조례안이 발의됐습니다.

제주도의회 홍명환 의원은
이같은 내용을 골자로 한
제주도 보전지역 관리 조례 개정안을 대표 발의했습니다.

주요내용을 보면
지하수나 절대, 생태계와 같은
각종 보전지구 1등급 지역에 설치할 수 없는 시설에
공항과 항만을 명시했습니다.

아울러 등급의 변경 또는 해제가 필요한 경우
도의회의 동의를 받도록 했습니다.

한편 제주 제2공항 예정부지에는
지하수자원보전지구 1등급 지역 4만 4천여 제곱미터가 포함돼 있습니다.
