Critical Month for April 3rd Special Act

The revision bill for the April 3rd Special Act will be reviewed at the National Assembly.
This is a feat all surviving victims and bereaved families of the Jeju April 3rd Incident have long yearned for over the past 2 years.
Mike Balfour reports.


The revision bill for the Special Act on Discovering the Truth of the Jeju April 3 Incident and the Restoration of Honor of Victims includes compensation to surviving victims and bereaved families of the incident and the annulment of trials made by military courts during the incident.

The bill hasn't been discussed at the National Assembly in the two years since it was submitted in 2017 by (오영훈) Oh Young-hun, a Democratic Party representative from Jeju.
The bill failed to be tabled in the Public Administration and Security Committee, which is the preliminary step to go to the National Assembly.



This month, the standing committee will meet four times, beginning Nov.14, to examine proposed bills.
The committee will review 117 bills including a revision bill for local taxes. But the revision bill for the April 3rd special act is not included.

Jeju representatives at the National Assembly, the provincial office and the Association for the Bereaved Families of April 3 Victims are strongly asking that the revision bill be considered, especially for the 2 trillion won compensation package.

Representatives of the Association for the Bereaved Families of April 3 Victims visited the National Assembly last week and are planning to hold a rally to urge lawmakers to consider and pass the revision bill.

We request that Jeju representatives at the National Assembly make efforts to include the revision bill in agendas for the standing committee for passage before the end of the year.

"산이 높으면 깎고 낮으면 올리고 여야 국회의원들이 해야 할 도리기 때문에 지역 국회의원들께서 적극적으로 소위원회에 건의해서 여야 합의하에 좋은 법안을 만들고 연내 통과될 수 있도록 부탁드립니다."

[slug] Won asks for cooperation from National Assembly

Governor Won Heeryong has also met leaders of the Liberty Korea Party and persons from the Legislative Subcommittee on the Deliberation of Bills to ask that the revision bill be tabled.
He emphasizes that the president should persuade the Ministry of Economy and Finance to allocate a budget for compensation for the losses of the April 3rd Incident.
Given that the next general election will take place in April next year, the revision bill would be discarded if it cannot be passed in the 20th National Assembly.
