‘Islander’s quality of life have deteriorated’: Kim Ki-sik

A criticism has recently been raised that the launch of the Jeju Special Self-Governing has lost its original purpose by deteriorating the quality of life of islanders while only strengthening the governor’s authority.

Korea Institute For The Future Head Kim Ki-sik made this claim at a policy discussion session on the revision bill of the April 3rd Special Act hosted by the ruling party held at KCTV's conference room on the 15th.

He argued that local governments need to be revived in order to enhance the democratic nature of the administration and strengthen the autonomy of local residents. Moreover, he stressed that the model of the local government should be decided through a referendum.

Kim added that the exclusive election process for education lawmakers that only exists in Jeju should be abolished.

이에 따라 행정의 민주성 제고와 주민참여형 자치 강화를 위해
기초자치단체의 부활이 필요하며
기조자치단체 모형은 주민투표를 통해 결정해야 한다고 강조했습니다.

또 한 때 논란이 됐던 교육의원 역시
다른 시도와 마찬가지로 별도선출제도를 폐지해야 한다고 덧붙였습니다.
