Governor says capital verification of developer is necessary

Former JCC Chairman Park Young-jo has filed a complaint to the local prosecutor’s office against Governor Won Hee-ryong for abusing his authority. Park had pushed for the Ora Tourism Complex project during his term as the Chairman of JCC.

In his complaint, Park argued that the governor pushed JCC into a management crisis by unrightfully delaying the project. He said the governor's establishment of the capital verification committee and request of a 300 billion won deposit lacks legal merit.

Governor Won responded during a meeting with local reporters from internet media channels yesterday that it is very natural for the government to verify the project and its developer, especially considering the massive amount of investment of 5.2 trillion won.

Governor Won also stated that JCC did not meet the capital verification committee's requests for a capital procurement plan and business plan. In particular, the governor raised questions on the feasibility of the project, saying that the parent company of the developer has no experience in overseas business or in the entertainment business sector.

직권 남용 혐의로 검찰에 고발했습니다.

박 전 대표는 고발장을 통해
오라관광단지와 관련해
법령상 근거도 없는 자본검증위원회를 설치하고
후속조치로 3천억 원대의 예치금을 요구하는 등
초법적인 불법 행정으로 사업절차를 지연시켜
기업을 경영위기로 내몰았다고 주장했습니다.

이에대해 원 지사는
9일 제주도인터넷기자협회와 가진 오찬간담회 자리에서
5조 2천억 원이라는 대규모 투자를 하는데
사업에 대한 검증을 하는 것은 당연하다고 강조했습니다.

원 지사는 또
자본검증위원회에서
자본조달계획이나 사업계획 등을 요구하는 데도
아무런 자료를 제출하지 않았고,
특히 모기업이 해외나 엔터테인먼트 사업 경험이 없다며
사업 현실성에 의문을 제기했습니다.
