4. Jeju’s Integrity Index hits bottom
Bribery cases cause significant drop

The provincial government received the lowest grade of 5 in the Anti-Corruption and Civil Rights Commission's measure of integrity. This is down two notches from last year.

According to the details of the measurement, the province’s external integrity toward public enterprises, services and civilians fell from grade 3 to 5.

Its level of internal integrity toward public servants also dropped from grade one to four.

Ratings toward local policy still remained in the lowest evaluation criteria at grade five.

The province believes the fall in integrity scores were caused by bribery cases. They include the bribery cases in fire-station equipment supply in 2016 and the water and sewage sector.

제주도가 지난해 3등급보다 2계단이나 떨어져
최하위인 5등급을 받았습니다.

세부적인 내용을 보면
공사나 용역 등 민원인을 대상으로 한 외부청렴도는
3등급에서 5등급으로 하락했고,

공직자를 대상으로 한 내부청렴도에서도
1등급에서 4등급으로 떨어졌습니다.

예전 평가에서도 낮은 점수를 받은
정책고객평가 역시
지난해와 같은 5등급으로 최하위에 머물렀습니다.

제주도는
2016년 발생한 소방장비 납품비리 사건에 대한
징계처분이 지난해 확정됐고
청렴도 설문조사 기간에
상하수도분야 금품비리 사건이 터져나오면서
청렴도가 하락한 것으로 보고 있습니다.
