A suspect of the murder case of lawyer (이승용) Lee Seung-yong was arrested 22 years after the incident. The incident occured in November of 1999.

The Jeju Provincial Police Agency transferred the 55 year-old suspect, from Cambodia, who was a gang member at the time. The police are interrogating the suspect on charges of murder instigation.

The police requested an arrest warrant for the suspect and are also investigating the possibility for the suspect to directly be involved in the murder.

At the time, lawyer (이승용) Lee Seung-yong was found dead in a car near (제주북) Jejubuk Elementary School in Samdo-dong, Jeju City. He was found to be stabbed several times with the case remaining a long-term cold case due to lack of evidence.

The key point of the case is expected to be the period of prescription of the prosecution. The police claimed that as Kim hid overseas, the suspect should not be subjected to Korean law during the time. They added that according to the reform of the Criminal Procedure Act, the suspect has to be subjected to the abolition of Statute of Limitation.
