Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Another death from COVID-19 has been confirmed in Jeju. And a young man in his twenties died after getting the Pfizer COVID-19 vaccine, which worries the public. Health authorities are concerned of the effect this may have on residents and urge people to continue to get vaccinated. Joseph Kim reports. [Slug] COVID-19 patient aged 80+ dies A confirmed COVID-19 patient in their 80s died while receiving treatment. The senior had attended an adult day care center in Jeju City where a group infection was reported this month, and the patient's infection was confirmed on August 10th. The patient died while receiving medical treatment at the intensive care unit of the Jeju National University Hospital. [Slug] Second death in Jeju The senior reportedly had underlying medical conditions. It's the second death from COVID-19 in Jeju. The first death was a patient in their 60s. The patient died from complications of the infection while getting treatment in February, earlier this year. [Slug] Suspected case of death from vaccine side effects Another suspected death from side effects of the vaccine has been reported. [Slug] Died in 20 days following getting first dose of Pfizer vaccine A man in his twenties got the first dose of the Pfizer vaccine on August 2nd. He was taken to a hospital for chest pain, and soon died on August 22nd. He reportedly didn't have any prior medical condition. [Slug] Investigation launched to determine linkage between death and vaccine Health authorities have launched an epidemiological investigation to see whether the death is linked to the vaccine. [Slug] 12 deaths reported, 8 deaths confirmed not linked to vaccine 12 suspected cases of death from vaccine side effects have been reported in Jeju so far. Among the deaths, the Korea Disease Control and Prevention Agency has confirmed that 8 cases are not linked to vaccines.   • Middle schools operating online classes
  • Online classes will be operated in all of the middle schools in dong-administrative districts in Jeju City until the end of this week. The Jeju Provincial Office of Education announced that 18 middle schools in Jeju City will run online classes until the 27th to prevent the spread of COVID-19, as the number of students in self-quarantine does not seem to decrease in those middle schools. In elementary schools with more than 500 students, only first, second and third graders will attend schools and only senior students will be allowed to have offline classes everyday in high schools. Meanwhile, the number of students and school staff who were tested positive for the virus has increased by three times from last month.

  • Decrease in Estate Commission Fees
  • Estate agent commission fees will be lowered for buyers who purchase properties exceeding 600 million won. The Ministry of Land, Infrastructure, and Transport has modified the rate of estate commission. Previously, the rate of commission was 0.9% for properties over 900 million won. The rate will now be 0.5% for estates over 900 million won and below 1.2 billion won, 0.6% for properties over 1.2 billion and below 1.5 billion won and 0.7% will be applied for houses that are more expensive than 1.5 billion won. Thus, brokerage fees of one billion won worth of apartments will be lowered from 9 million won to 5 million won. The modified commission rates will be in effect from October at the earliest.

  • Cracking down on unregistered accommodations
  • Jeju City Municipal Office is cracking down on unregistered accommodation facilities from the 23rd with Jeju Municipal Police and Jeju Tourism Association. They will monitor portal sites and accommodation booking websites to check business registration information and whether businesses are operated after regulated hours. Illegal operators will face up to one year in prison or a 10 million won fine. Jeju City had uncovered 153 illegal lodging businesses this year. 66 of them faced criminal charges and the other 87 received administrative guidance.

  • Murder Suspect Caught
  • A suspect of the murder case of lawyer (이승용) Lee Seung-yong was arrested 22 years after the incident. The incident occured in November of 1999. The Jeju Provincial Police Agency transferred the 55 year-old suspect, from Cambodia, who was a gang member at the time. The police are interrogating the suspect on charges of murder instigation. The police requested an arrest warrant for the suspect and are also investigating the possibility for the suspect to directly be involved in the murder. At the time, lawyer (이승용) Lee Seung-yong was found dead in a car near (제주북) Jejubuk Elementary School in Samdo-dong, Jeju City. He was found to be stabbed several times with the case remaining a long-term cold case due to lack of evidence. The key point of the case is expected to be the period of prescription of the prosecution. The police claimed that as Kim hid overseas, the suspect should not be subjected to Korean law during the time. They added that according to the reform of the Criminal Procedure Act, the suspect has to be subjected to the abolition of Statute of Limitation.

  • Increase in number of council members
  • The provincial council election district planning committee seeks to expand the number of provincial council members in the nationwide local elections scheduled in June of next year. Four improvement plans have been suggested so far and one of them is dominant, which is increasing the number of councilors from 43 to 46, by increasing two in local districts and one in proportional representation. The plan includes dividing (아라동) Ara-dong and (애월읍)Aewol-eup electoral districts by two, as they exceed the upper population limit of electoral districts while maintaining the other electoral districts, including districts that need to be merged. The committee will finalize a recommendation plan for electoral districts by the end of next week and announce it.

  • No by-election for Jeju Governor Position
  • The decision has been made not to hold a by-election for the Jeju Governor position, which has been vacant since Won Heeryong left the position. The Jeju Office of National Election Commission was notified that the Jeju governor position became vacant on the 12th and held a meeting on the 20th. During the meeting it was decided not to hold a by-election for Jeju governor position. At the meeting, some people voiced the need for a by-election to fill the vacancy. However, the office came to a final decision not to hold the election due to concerns over the spread of COVID-19 and costs for managing the election, which amount to more than 6.3 billion won. Other reasons included a lack of opportunity to probe candidates, a short term of office, which is nine months and that local governor elections will be held right after the presidential election in 2022.

  • NH Nonghyup Bank Suspends Home Mortgage
  • (농협) Nonghyup Bank will temporarily halt mortgage loans effective as of August 24th as financial authorities are working to curb household debt. Other mortgage lenders are also expected to jump on the bandwagon soon and some are expressing concerns that this could drive people into the arms of loan sharks. Mike Laidman reports. [Slug] NH Nonghyup Bank halts mortgages thru to November NH (농협) Nonghyup Bank will temporarily halt its home-backed loans from tomorrow (Aug.24) through to the end of November. Mortgage renewals will be suspended as well. [Slug] Mortgages, house rental loans, group loans to be halted And it's not only normal mortgage loans, but also loans for house rentals, app-based instant mortgages, and group loans that will be stopped. However, loans for living expenses taken in collateral with real estate are not included. This kind of suspension in sales of major loans is an unprecedented measure. [Slug] Financial authorities request banks tighten household loans Financial authorities have requested that banks tighten up on their loans to try and curb the country's snowballing household debt. According to financial authorities, the amount of loans sold by NH (농협) Nonghyup accounts for 20 percent of the total amount of South Korea's household debt. [Slug] Other banks expected to take same measures Industry watchers project that other banks will implement many of the same measures soon, as the risk of losses increases from growing emergency loans in response to the pandemic. [Slug] Household debts exceeds 17 trillion won As of this April, household loans exceeded 17 trillion won in Jeju. The rate for new business loans is decreasing, while the rate for household debts is growing. Stock purchases made in public offerings are contributing to the growth in household debts. [Slug] People would be forced to pay higher interest rates This unprecedented move by NH Nonghyup Bank, which is one of the nation's five major commercial lenders, could possibly drive people to get money from institutions that are not banks, which offer loans at higher interest rates, or even into the arms of loan sharks.   • Traces of an Underwater Crater Found
  • Evidence of a crater formed by hydrovolcanic eruptions has been discovered near (성산) Seongsan Sunrise Peak. At a diameter of 600 meters the crater is believed to be created before Seongsan Sunrise Peak was formed. Topographical and geological research is being conducted on the discovery and is attracting much attention. Todd Thacker reports. [Slug] Seongsan Sunrise Peak This is Seongsan Sunrise Peak, a geological marvel recognized by UNESCO and designated as Korean Natural Monument No. 420. Unlike a number of inland volcanic craters in Jeju, it was formed by hydrovolcanic eruptions. [Slug] Underwater volcanic cone 600 meters in diameter Some 500 meters southeast of this natural monument, evidence of a 600-meter-wide underwater volcanic cone has been located 10 meters under the surface of the ocean. [Slug] Presence of underwater volcanic cone suggested in 2012 Back in 2012, a researcher suggested the presence of such underwater cones based on the structure and shape of Seongsan Sunrise Peak. This recent discovery is further evidence of the existence of these kinds of volcanic formations. [Slug] Believed to have erupted before Seongsan Sunrise Peak The newly discovered underwater cone is thought to have erupted prior to the formation of Seongsan Sunrise Peak. INTERVIEW Son Yeong-gwan / Professor of Geology, Gyeongsang National University Underwater geographical features that imply the presence of a volcanic cone have been confirmed at the location previously specified by a researcher. The findings prove the past assumption. <인터뷰 : 손영관 / 경상대학교 지질과학과 교수> "분화구가 위치해 있었을 것으로 추정되는 그 장소에서 분화구의 존재를 지시하는 그런 해저 지형이 관찰돼서 과거의 추정이 확인이 되었다고 말할 수 있습니다." [Slug] Crater eroded by ocean currents The crater is believed to be significantly eroded by ocean currents, leaving just traces of a crater and a large circular band of rock. [Slug] Evidence of past sea levels, liquid lava flows also found Evidence of past sea levels and liquid lava flows were also found. The province is planning to use these findings to ramp up measures to preserve and protect Seongsan Sunrise Peak.
