Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Another death of a COVID-19 vaccine recipient was reported in Jeju. According to the province, an AstraZeneca vaccine recipient aged in his or her 60s and had completed the second round of inoculation on the 25th and was found to be dead on the 26th. The inoculator did not have any underlying disease. The Jeju Public Health Center is conducting investigations to find any relation between the death and vaccination. The number of deaths of vaccine inoculators increased to 13. So far, eight of them were reported to have no relations with vaccination.

  • Asian Game gold medalist sent to prosecutor’s office
  • The Jeju Provincial Police Agency has sent a gold medalist of the Asian Games to the public prosecutor's office on charges of accepting bribes and child abuse. According to the police, the medalist committed violence while tutoring three middle school students. In addition, the gold medalist illegally received 500,000 won in the form of lesson fees while enrolled as a full-time coach under the Jeju Provincial Sports Council.

  • Daycare centers to remain closed
  • With the provincial government's decision to extend social distancing level four by another two weeks, local daycare centers will be temporarily closed until September 12th and the operation of emergency childcare services will also be extended. 477 daycare centers in Jeju have been closed since August 18th to the 29th and emergency care services have been offered. The province also plans to check in on the care and health conditions of children who do not use childcare services.

  • Many schools begin the new semester
  • Most schools in the province will begin the new semester within the week. The Jeju Provincial Office of Education (POE) said that all middle and high school students went back to school last week. Local elementary schools will begin opening in September. 187 schools out of 191 schools in the province will start the new semester within the week. The POE is making efforts to prevent COVID-19 cluster infections by reducing student body intensity and enforcing quarantine manpower and equipment in schools that have a large body of students.

  • Shortened lead time for development permissions
  • Jeju City will shorten the processing period when issuing permission for development to reduce time and financial costs. The improvement in processing methods will especially shorten the lead time of minor changes in interested parties or business periods that may follow after receiving permission of development. Permission of the development act system has a 10 day complaint handling period and a long period of time has been spent for on-site inspection and consultation with related departments.

  • High increase in household debt in Jeju
  • Household debt showed a significant increase in Jeju. According to the Jeju Branch of Bank of Korea, the total amount of loans issued by local financial institutions increased by 156.6 billion won in June. This is a steep increase compared to the previous month which records an increase of 75.3 billion won. The amount of company loans has slightly decreased, but the amount of household debts increased by 78.7 billion won. The Bank of Korea said that low interest policy loans are attributed to an increase in the amount of household debts.

  • Measures to protect housing cooperative members
  • Jeju City Municipal Office is strengthening measures to protect local housing cooperative members. This aims to prevent poor management and protect the rights of housing cooperative members. The measures include shutting off demand of excessive cancellation fees, guaranteeing rights to know before establishing an association and prohibiting transfers of additional agency fees on cooperative members. The provincial government will conduct an inspection once a month and violators will face intensive administrative measures.

  • Jeju COVID-19 vaccination rate exceeds 50%
  • The first dose of COVID-19 vaccines in the province now exceeds 50%. 50.4% of the island’s total population, 340,000 people, have been inoculated with their first dose of vaccine. 157,000 residents, which are 22.6% of the population, have completed their COVID-19 vaccination. A total of 40 adverse events were reported on the 23rd, however all were confirmed as mild symptoms.

  • ICC Jeju recruiting for CEO position
  • International Convention Center Jeju has launched a public search for a new Chief Executive Officer. Applicants must have more than three years of experience at an executive position in public companies. Professors who are taking a leave of absence or who have resigned can also apply for the CEO position. Applications are being accepted through September 7th. The selection process will include an application review followed by an interview and candidates will go through a public hearing at the provincial council.The new CEO will have a three-year term. The current CEO of ICC Jeju, (김의근) Kim Eui-geun, will finish his term of office on September 6th.
