Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • The Jeju City office is cracking down on the use of unauthorized veterinary medicines used at local fish farms through November 15. The crack down will focus on using medicines which are unauthorized or approvals are revoked. They will also crack down on illegal use of harmful chemical substances. Meanwhile, Jeju City has caught 13 fish farms that were poorly managed, including pharmaceuticals, for the past three years.

  • Jeju Stabilizes prices for Chuseok
  • Jeju City and Seogwipo City will push forward the measures to stabilize prices for Chuseok holiday items through September 17th. Officials are monitoring the prices and supply of agricultural, fishery and livestock products during the period and will form crackdown teams. The teams will be on the lookout for any false labeling of the country of origin as well as price marking systems

  • Seogwipo City Supporting Haenyeos
  • Seogwipo City Municipal Office will provide emergency position-indicating radio beacons (EPIRB) for sea woman divers to work safely. Thus, Suhyup (National Federation of Fisheries Cooperatives) will purchase 25 position-indicating radio beacons and distribute them to fishing villages in September. The system will enable real-time position monitoring of the Haenyeo divers as they dive through a smartphone application.

  • 2nd Jeju Science Park faces Hurdles
  • The Jeju Free International City Development Center(JDC)’s project to establish the second Jeju Science Park in (영평동) Yeongpyeong-dong, Jeju City faces hurdles. Jeju Provincial Council’s Environment and City Committee reviewed the environmental impact assessment of the project on August 31st. The committee decided to suspend the review, saying that a more careful assessment was needed. Provincial councilors pointed out that specific countermeasures on new schools, sewage treatment and high apartment prices were inadequate and that although the project was to develop highland areas at Mt. Hallasan, plans to prevent environmental damages were incompetent. The committee members highlighted the looming possibility of accidents and infringement of the right to learn, as the project will conduct construction work for four years at the site including Youngju High School.

  • Fortresses Collapse at Folk Village
  • Parts of the walls of Seongeup Folk Village in Seogwipo City have recently collapsed. Residents claim that recent sidewalk construction projects may have affected the collapse. The Jeju World Heritage Center is stating that it has been a long time since the last restoration was done and it was inevitable to collapse to torrential rains, etc. Mike Laidman reports. [Slug] Seongeup Folk Village (성읍) Seongeup Folk Village is a small town that holds a vast amount of folklore of Jeju people over a wide period of time, and the local administrative office of (정의) Jeongui had sat in the village dating back to the fifteenth century. It was designated as the National Folklore Asset No.188 in 1984. [Slug] 1km-long Jeongui fortress restored in 1980s Following the designation, (정의) Jeongui fortress that had encircled the village was restored from 1986 to 1989. The wall stretches out about one kilometer. [Slug] Parts of fortress collapse Damages to the fortress have been observed. Four parts of the fortress have fallen down. Some regions have been swollen or washed away, which could collapse soon. [Slug] No access restriction, no warning signs No access restriction, no signs for warning. [Slug] In-person schooling: elementary school G 1-3, high school G3 Grades one, two and three of elementary schools with over 500 enrolled students, and grade three of high schools with over 500 students join face-to-face classes from Monday through Friday. High school seniors attend in-person classes from Monday through Friday, while first and second graders have in-class instruction on an alternating basis. As most school seniors and teachers have been inoculated, in-person instruction is more prevalent. [Slug] G 1, 2 attend school for Aug. 31 national academic assessment test However, an exception is being made for high school first and second graders to go to their schools for the national academic assessment test on August 31st. In-person Class Plans for Elementary/Middle Schools Aug. 31 -Sept. 12 Middle schools with 500+ students ⅓ attend in-person classes Elementary schools with 500+ students G 1, 2, 3: All G 4, 5, 6: ⅓ attend in-person classes One third is allowed to attend in-person classes at all local middle schools with more than 500 students. Younger children of first, second and third grades go to school from Monday through Friday as before. Meanwhile, older children of fourth, fifth and sixth grades are allowed to attend face-to-face classes on a rotational basis beginning this week.   • Cold case murder suspect sent to prosecutors
  • A suspect of the murder case of lawyer (이승용) Lee Seung-yong, which is a long-term cold case, was sent to the prosecutor’s office on charges of conspiracy related to a murder. The Jeju Provincial Police Agency has investigated the suspect, Kim, from the 20th with a profiler after transfering the 55 year-old suspect, from Cambodia. The police said that they have secured testimonies to prove the murder. However, the motive of the crime has been revealed, as Kim has kept silent about it. The police said about the statute of limitation on the suspect, which is the key issue of the case, saying that Kim is subjected to the abolition of Statute of Limitation, as Kim fled the country to avoid criminal penalty.

  • Janssen vaccination begin from Aug. 31
  • The province will begin public vaccinations with the Janssen vaccination from the 31st. 2,500 people, including sailors 30 and above, the homeless and foreigners who do not have foreign registration numbers can receive Janssen vaccines. Those who wish to get inoculated with the Jansen vaccines among those people, should go to the public health center to receive their shots. The provincial government urges people to make reservations to get vaccinated while emphasizing that illegal aliens can also receive vaccines without any crackdown.

  • April 3rd compensation to be adjusted
  • The national government is reviewing withdrawal of the compensation measures for April 3rd Incident victims at different levels suggested by researchers. According to the province and lawmaker (오영훈) Oh Young-hun, (전해철) and Jeon Hae-cheol, the minister of the Ministry of Public Administration and Security, requested researchers to adjust the compensation measures to ensure equality. It was reported that the minister and the lawmaker Oh Young-hun had shared opinions on the withdrawal of the compensation measures. Researchers will review the compensation measures and finalize their service by early next month.
