Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Full-time In-person Schooling for Fall
  • Under the Provincial Office of Education(POE)’s plan to have all schools run face-to-face classes beginning with the fall semester, a number of schools are instructing with full attendance. With much anticipation for a smooth role out of the semester, the POE is increasing the number of quarantine workers and devices to strengthen preventive measures such as having different grades leave school at different times. Todd Thacker reports. Report Middle school students arrive for the first day of the fall semester after just two weeks of summer vacation. One by one students wearing masks enter the school, getting their temperature checked in the process. Under the Provincial Office of Education’s plan, all school children will be able to get face-to-face instruction during the fall semester. To reduce contact and the risk of COVID-19 infections among students, morning arrival times will be staggered by grade. Students will wear masks and their desks arranged further apart. In the previous semester, schools had been allowed to offer in-person teaching full-time, with attendance capped at two thirds. During this fall semester, every student will be back in school, necessitating even more careful disease prevention protocols. The number of school workers in charge of COVID-19 prevention measures has been increased from 10 to 15, and electronic thermometers are installed at every entrance of school buildings. Lunch time has been extended from 60 to 90 minutes. To maintain a safe distance between students, each middle school grade has different lunch hours and a limit of 300 students in the cafeteria. Protective screens are installed on each table. Most teachers and workers at the school have received COVID-19 vaccinations. The PoE’s plan is to ensure that elementary, middle and high school students can physically interact with teachers and classmates this semester. About 20 large schools that are currently allowed to offer in-person teaching full-time, though with attendance capped at two thirds, will make a decision on dropping their attendance limits after consultations with the PoE.   • Seobu Middle School passes central investment review School to open with 30 classes for 840 students Following the approval by the national government’s central investment review, Jeju Provincial Office of Education’s project on establishing Seobu Middle School is expected to accelerate. The PoE announced that the Ministry of Education performed a central investment review on the 28th of last month and approved the establishment of the Seobu Middle School. The Ministry of Education proposed safety measures for students, such as improving pedestrian paths around the school and securing bus routes. Seobu Middle School aims to open in March 2024 with 30 classes for 840 students on a 25,000 square meter site in (외도동) Oedo-dong, Jeju City. 6. 서부중학교 설립 중앙 투자심사 '통과' 제주도교육청이 추진 중인 가칭 서부중학교 설립 계획이 정부 중앙투자심사를 통과하면서 사업이 속도를 낼 전망입니다. 제주도교육청은 지난 달 28일 실시된 교육부의 중앙투자심사에서 서부중학교 신설에 대해 설립 승인을 받았다고 밝혔습니다. 교육부는 부대 의견으로 학교 주변 보행로 개선과 버스노선 확보 같은 학생 통학안전대책을 제시했습니다. 정부 문턱을 넘은 서부중학교는 제주시 외도동 2만 5천여 제곱미터 부지에 30개 학급, 840여 명 규모로 2024년 3월 개교를 목표로 하고 있습니다.

  • ₩250B of local currency expected to be issued Province asks national government to issue more local currency The issuance of the province's local currency, 'Tamnaneunjeon' (탐나는전), will be expanded. The province requested the Ministry of Public Administration and Security to issue an additional 250 billion won worth of Tamnaneunjeon. To this, the Ministry is known to be positively reviewing additional issuance in order to recover the economy from COVID-19. Previously, the province increased the issuance of the currency from 150 billion won to 220 billion won this year, and is expected to increase to 470 billion won if the province’s request is accepted this year. Following its first issuance in November of last year, 140 billion won worth of Tamnaneunjeon has been used so far and the local currency can be used at 35,000 stores. 5.   • Breakthrough infections continue Most cases appear in Janssen vaccine recipients There have been a series of breakthrough infections in the province. According to the province, there were 16 breakthrough infections in Jeju. Of the total, nine were administered with Johnson and Johnson’s Janssen vaccine, followed by 4 with Pfizer’s and 3 with Astrazeneca’s. Seven of the breakthrough infections were confirmed to have contracted the delta variant and three were confirmed with alpha variant. 5 patients have no variant virus detected. 3. '접종 후 감염' 돌파 감염 잇따라…'얀센' 최다 코로나19 백신 접종을 완료하고도 감염되는 돌파 감염이 잇따르고 있습니다. 제주도에 따르면, 도내 돌파 감염 사례는 모두 16건으로 백신 종류로는 얀센이 9명으로 가장 많았고 화이자 4명, 아스트라제네카 3명으로 집계됐습니다. 이들 확진자 가운데 7명은 델타 변이 바이러스에 감염된 것으로 나타났고 3명은 알파 변이로 확인됐습니다. 나머지 5명은 변이 바이러스가 검출되지 않았고 1명에 대해서는 변이 여부 검사가 진행되고 있습니다.

  • Amid the fourth wave of pandemic, more than one million people visit the island a month and the number of confirmed cases of coronavirus spreading from visitors continues. More tourists are expected to visit this month compared with last month, however local beaches are not safe from the virus. Joseph Kim reports. Report This is one of the island’s representative beaches. Temperature checkpoints have been installed by several entrances to the beach since the official opening of the season. Color changing thermometer stickers and wristbands are being handed out to vacationers once their body temperature is taken and a fever is not detected. Many vacationers just walk away even though they are encouraged to register their personal information in entry logs for contact tracing. Punishments cannot be handed out for not wearing the wristbands and the thermometer stickers as they are not mandatory. Another checkpoint is empty due to a lack of manpower. This is another local beach. People with a wristband or thermometer sticker are rarely spotted. Small beaches which are not officially managed by authorities don’t have a temperature-check booth. Despite being in the 4th wave of the pandemic, more than one million people visited the island per month for four consecutive months. Tourists have recently contributed to cluster infections in Jeju. Local health authorities are taking stricter measures like banning eating on beaches. But there is a big hole at the entrance of beaches in the fight against the pandemic. Joseph Kim, KCTV
