Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

Report Bus drivers are next in line for a vaccine against COVID-19. But with the vaccination day approaching, bus drivers are not very happy about their turn to be vaccinated. In case of side effects after getting the vaccine, it would be safer for them to get a shot while they are off duty. But they cannot choose their vaccination day. Most of them will have to be behind the wheel the day after their vaccination, or take a leave from their granted annual leave. Whenever vaccine side effects are reported, they feel uneasy. Voices are growing in Jeju that paid leave for vaccination should be given to local bus drivers. Currently, drivers in Seoul, (경기) Gyeonggi, (부산) Busan and some other cities on the mainland can use paid leave for the vaccination. The Jeju office for Korean Public Service and Transport Workers' Union (KPTU) argues that drivers need paid vaccination leave for the safety of passengers as well as drivers. Local transportation authorities are now reviewing the introduction of paid vaccination leave. The central government has also decided not to give a guidance period as a sufficient preparation period has already been given. Meanwhile, the period allowed for using the flexible work system has expanded from three months to six months, allowing companies to use their working hours more flexibly. 3. 50인 미만 사업장 주 52시간제 시행 1일부터 50인 미만 소규모 사업장도 주 52시간제 시행에 들어갑니다. 고용노동부에 따르면 근로기준법에 따라 지난해 50인 이상 3백명 이하 사업장까지 적용하던 주 52시간제를 1일부터 5인 이상 50인 미만의 사업장에도 확대 적용됩니다. 정부는 또 그동안 충분한 준비 기간을 부여한 만큼 별도의 계도기간은 주지 않기로 했습니다. 한편 탄력근로제 단위 기간은 최장 3개월에서 6개월로 확대돼 기업이 노동시간을 좀 더 유연하게 활용할 수 있게 됐습니다.

Jeju City has decided to do that to prevent the spread of the coronavirus as people eat and drink there. The office is reviewing plans to permanently restrict drinking at the square. Mike Laidman reports. Report Net walls measuring 1.5 meters high have been installed around (탑동) Tapdong Square in Jeju City. The area has been temporarily closed. Announcements about the closure are being made every hour between 8 AM and midnight. < Announcement > Tapdong Square and walkways are temporarily closed. Violators will be fined up to 3 million won. Jeju City has closed (탑동) Tapdong Square and the walkways nearby to prevent the spread of coronavirus, as these are popular spot for people to gather to eat and drink. This is the first time in 30 years, since the area was first reclaimed from the sea, that Tapdong Square has been closed. The temporary closure applies to a 1.38-kilometer long route that includes Tapdong Square itself, the seafood restaurant street, and the breakwater near the Jeju Ramada Plaza Hotel. The areas will remain closed until July 14 and public workers are making patrols 24 hours a day. Over the next couple weeks, the closed sections and times they are closed will become flexible, based on the then-current COVID-19 situation. However, as the entrance for the haenyeo divers cannot be restricted and is available and accessible through an opening in the breakwater, the effectiveness of the closure is being put into question. But the restriction is not truly solving the problem. Instead of Tapdong Square, people are choosing to gather at (이호) Iho Beach and other similar places to eat and drink. Thus, Jeju City is considering permanently banning drinking at the square. The revised National Health Promotion Act allows local governments to designate “no drinking areas” and to fine violators.   • 65-year-old woman dies after receiving AstraZeneca vaccine Epidemiological research is underway A woman in her 60s died in the province after being vaccinated against COVID-19, and quarantine authorities have started an epidemiological investigation. According to the provincial office, a 65-year-old woman died on June 30 after showing symptoms of vomiting and cerebral hemorrhage after receiving the first dose of AstraZeneca vaccine at a hospital in Jeju city on the 7th of last month. Her bereaved family said that the woman did not have any underlying diseases and that she showed abnormal symptoms after vaccination, and filed a petition on the Blue House National Petition website.   • A revised environmental impact assessment of the island’s second airport has been submitted to the Ministry of Environment, and its summary has been open to the public. The assessment includes environmental impacts that the development of the 2nd airport imposes on the environment. In the report, the transport ministry concludes that the creation of the airport would not cause serious impacts. Meanwhile, opposing members question the quality of the investigation. Todd Thacker reports. Report This is the summary report for a supplementary environmental impact assessment on the creation of the island’s new airport, submitted by the Ministry of Land, Infrastructure and Transport to the Ministry of Environment. It was made public by relevant offices of the National Assembly. The assessment includes aircraft noise, bird strikes, wildlife and geological impacts, the latter being the permeable geologic structures called (숨골) Sumgol which allow groundwater to flow through the area. The Transport Ministry concluded that possible bird strikes would not lead to serious damage to aircraft. It said noise can be minimized if an aircraft takes off and lands toward the south, and there would be little direct impact on area wildlife. It also recommended building an artificial reservoir to hold groundwater as an estimated 160 (숨골) Sumgol have to be buried at the airport site. Environmental Impact Assessment of New Airport In short, the Transport Ministry concluded that the creation of the airport would not have a serious impact on the environment and expected any negative impacts to be manageable. In response to the report, the Environment Ministry is reviewing it by category. Once this is complete, the ministry will forward the results of its review to the Transport Ministry. This will fall into one of three outcomes: agreement, conditional agreement, or non-agreement. Meanwhile, groups which oppose the creation of the new airport have asked the Ministry of Environment to reject the report, arguing that its findings are indicative of a substandard impact assessment. For now, all eyes are on the Ministry of Environment and whether it will accept, amend, or reject the Transport Ministry’s environmental assessment report for Jeju’s second airport. The province was selected for the second consecutive year in the AI learning data construction program led by the Ministry of Science and ICT. 1.9 billion won will be funded to construct artificial intelligence data on 15 crops by using drones, aviation and satellite images.
