Revolving Door Appointment


The president of the Jeju Credit Guarantee Foundation, (오인택) O In-taek, has recently been reappointed. The foundation is one of the organizations funded by the province.


Mr.O, former director of the provincial office's Administration and Planning Bureau, worked for (원희룡) Won Heeryong's election camp for the local election in 2014. There was a controversy over his first appointment in 2018 described as a revolving door.


The former director of the province's Health, Welfare and Gender Equality Bureau, (양시연) Yang Shi-yeon, has been appointed as the first head of the Jeju Social Service Center planned to be established this November.
Former vice-mayor of Jeju City, (고길림) Ko Gil-rim, is on the list of non-executive directors of the organization.


Even before the corporation is registered and articles of association are prepared, two former provincial officers have assumed important posts.

Retired provincial officers often
take office as directors of provincially funded organizations including the Jeju Medical Center and the Jeju Provincial Development Corporation.


Retired public officers or people who closely aided the former governor, Won Heeryong, hold a presidental level position at seven province-funded organizations among all the seventeen.


Critics say an increasing number of high ranking officers are granted the privileges for their former posts even though the locally funded organizations are drowning in red ink.


The revolving door appointment could lead to poor supervision over province-funded organizations or back-scratching relations between regulators and the organizations.


However, there is no effective mechanism to keep the appointments in check.


Former government employees are prohibited for three years after retirement from working at relevant organizations by law.
But most local public firms are not required to follow these laws.


More than half the heads are appointed behind closed doors by the province's nomination committee, which means personnel hearings are not mandatory for them.
Critics say mechanisms to keep the appointments in check and fair are needed.


Terms of heads at six province-funded organizations will end before the first half of next year.
Islanders want to see a stop to the repeated controversy over the age-old issue of corruption by public servants.

산하기관장은 퇴직공무원의 전유물?

전 제주도 경영기획실장인 오 이사장은
원희룡 전 지사의 선거를 도왔던 인물로
첫 임명 당시부터 회전문 인사 논란이 일었습니다.


오는 11월 출범을 앞두고 있는
제주사회서비스원 초대 원장에도
양시연 전 제주도 보건복지여성국장이 선임됐습니다.
비상임이사 명단에는 고길림 전 제주시 부시장도 이름을 올렸습니다.


법인 등기는 커녕
정관조차 없는 상태에서
두 명의 퇴직 공무원이 요직을 꿰찬 겁니다.

이 외에 제주의료원 원장과
제주도개발공사 사장 자리도
줄줄이 퇴직 공무원들이 맡고 있습니다.


도내 출자.출연기관과 공기업까지
모두 17개 가운데 7개 기관장이
퇴직 공무원이거나 원 전 지사의 측근입니다.


제주도 산하 기관들이 만성 적자에 허덕이면서도
그 수를 늘려가며 전관예우를 한다는 지적이 나옵니다.


고위 공무원이 퇴임 후에도
관계 기관의 보직을 독식하면서
관리, 감독 체계가 허술하게 작동하거나,
유착관계가 형성될 수 있다는 우려입니다.


하지만 견제 장치는 거의 없습니다.

이른바 관피아 방지법에 따르면 공무원은 퇴직 이후
직무 연관성이 있는 기관에 3년간 취업이 제한됩니다.

하지만 도내 공기업과 출자출연기관 대다수는 적용 대상이 아닙니다.


또 기관장의 절반 이상이
인사청문회 대상도 아닌 탓에
비공개로 이뤄지는 임원추천위원회 결정에
전적으로 맡길 수밖에 없습니다.

보다 엄격한 견제와
인재 채용의 공정성을 확보하기 위한
제도적 개선이 필요하다는 지적이 나옵니다.


내년 상반기까지
도내 출자출연기관장 6명의
임기 종료를 앞두고 있는 가운데
해묵은 관피아 논란이 반복되는 건 아닌지 우려됩니다.
