Outlet Mall to Open after a Rocky Year

The island will soon have a large shopping mall open at the Jeju Shinhwa World.
After much opposition by local merchants the Ministry of SMEs and Startups’s arbitration recommendations received approval by both the shopping mall operator and local merchants.

A large shopping mall is set to open in Jeju Shinhwa World, on the site where the Jeju Tourism Organization withdrew its duty free shop last year.


If preparations for the opening go smoothly, the shopping mall will be open for business this month.
Landing International Development, the operator of Jeju Shinhwa World, applied for registration of the business to Seogwipo City in October of last year.


(신세계) Shinsegae Simon was appointed as the operator of the shopping mall in May, but the opening has been delayed due to opposition by local business owners.
Local merchant associations, including the organization in (칠성로) Chilseong-ro, Jeju City, have opposed the large mall opening.


They argue that if the outlet mall opens, local businesses across the island will suffer, pointing to numerous similar cases on the mainland.


(신세계) Shinsegae Simon proposed a number of compromises, but the conflict had yet to be resolved.
Eventually, the Ministry of SMEs and Startups presented arbitration recommendations, and they must be accepted by both the mall operator and local merchants for the project to move forward.


The ministry’s recommendations include a ban on bringing 372 brands that are already being sold in local shopping districts to the outlet mall, limits on the number of commercials that can be aired, and a ban on promotions over national holidays.


(신세계) Shinsegae Simon has announced that it is implementing the arbitration recommendations so that the mall can open this month.


Meanwhile, area residents have expectations that the mall will create jobs, boosting the local economy.


The island as a whole is now watching to see the effects the opening of the new shopping mall will have in a place with huge tourist numbers but, as of yet, no shopping area that can compete with those on the mainland.

빠르면 다음달 문을 열고 영업을 시작할 전망입니다.
지난해 10월
신화월드를 운영하고 있는 람정 측이
대규모 상점가를 조성하겠다며
서귀포시에 등록을 신청한지 1년 만입니다.

지난 5월에는 신세계사이먼이 운영사로 선정되고
개설계획까지 예고됐지만
상인들의 반대에 난항을 겪어왔습니다.

제주칠성로상점가진흥사업협동조합 등
도내 상인회 등은
아웃렛 개장 자체를 반대해 왔습니다.

위치는 비록 떨어져 있지만
다른지역의 사례들을 봤을 때
아웃렛 개장으로 인한
상권의 피해가 발생할 수 있다는 우려에섭니다.

신세계사이먼 측은 그동안
각종 상생방안을 제시해왔지만 갈등은 좁혀지지 않았습니다.

결국 중소벤처기업부가
사업조정을 권고했고 서로 한발씩 물러나며 받아들이는 모양새입니다.


권고 내용은
칠성로상점가조합 등에서 판매하는
372개 브랜드 입점과 판매 제한,
제주도민을 대상으로 한 홍보 횟수 제한,
명절 연휴기간 판촉 제한 등입니다.


신세계사이먼은
중기부의 사업조정심의회 조정 권고사항을 이행하고
준비를 거쳐 다음달 중으로
아웃렛을 오픈할 계획이라고 밝혔습니다.

지역 주민들은 일자리 창출 등
지역 경제 활성화에 도움이 될 것이라며
기대감을 드러냈습니다.


대표적인 관광지임에도 쇼핑인프라가 부족한 제주에
처음으로 아웃렛이 들어서며
