Water Leaks Left Unrepaired

At a ranch, treated water flows from the ground.


There is clear evidence that the water leak has been ongoing for a long period of time.
Area residents spotted the leak early this year and believe that it began much earlier.


One resident who returned to the site after about six months was surprised to see that it remained unfixed.


He reported the water leak to his local community office.
But this time, it was the office’s response that shocked him.
Without examining the site themselves, local officials simply said that a lack of workers meant it will not be fixed anytime soon.


After KCTV News began reporting on the leak, the water company gave an unexpected response.
It said it is aware of the leak on the ranch, and that it will be dealt with in a timely manner.


Meanwhile, Jeju’s revenue water ratio, a measure of water management efficiency, is 43.2 percent.
That means about half of all treated water is lost within the waterworks system.


The island’s water loss ratio is more than four times the national average of just 10.5 percent.
As a result, the province is planning to increase water bills beginning next year, saying it must offset losses in water-related revenue.


Critics of the proposed plan say that instead of finding a workable solution to the problem of poor management of the island’s water supply, the province is simply shifting the responsibility to the public with eye-watering water bills.

제주시 애월읍 중산간 일대입니다.

목장 지대 한 가운데 지하로부터 물이 쉴새 없이 솟아 오릅니다.

주변에는 기다란 물길이 만들어 져
오랜 시간
물이 넘쳐 흘렀다는 것을 짐작케 합니다.

실제 이 지역 마을 주민은
올 초 지나가다 현장을 목격했고
누수는 그 이전부터 시작됐을 것이라고 증언합니다.


오랜만에 다시 찾은 마을 주민은
반년이 넘도록
여전히 누수가 되는
현장에 깜짝 놀랐습니다.

곧바로 관할 행정기관에 접수했지만
행정기관의 답변에 더 큰 충격을 받았습니다.

이렇다할 현장 조사도 없이
담당 인력이 부족해
당장 처리하기가 어렵다는 말만 되돌아왔습니다.


해당 누수 현장과 관련해 취재가 시작되자
관련 기관에선
의외의 답변을 들을 수 있었습니다.

누수 현장에 대해 오래전부터 파악하고 있다며
신속한
조치가 가능하다고 밝혔습니다.


제주지역의 상수도 유수율은 43.2%,

실제 수돗물 생산량의 절반 정도가
가정으로 공급되는 중간에 줄줄 새고 있는 셈입니다.

전국 평균 누수율이
10.5%인 점을 비교하면
제주지역의 누수율이 4배 이상 높습니다.


그런데도 행정당국은 여전히 생산원가에도 미치지 못한다며
내년부터
상수도 요금의 대폭 인상을 준비중입니다.

누수율 제고에 가장 중요한 주민 신고마저 무성의하게 대응하면서
제주도가
근본적인 처방보다는
누수에 대한 책임을 도민들에게 전가하는
손쉬운 땜질에
의존하고 있다는 지적입니다.
