Support for Local Farmers

Local farmers along with farmers in other provinces will receive a support fund of 400,000 won beginning next year.
The financial reward is proposed to promote public interest in agriculture but as it entails an annual budget of 22 billion won, fairness among industries can't be overlooked.

Local Jeju farmer groups had previously asked the government for provincial support for their industry; the ordinance for this financial support was enacted in July of last year.


A similar program is already in place in some mainland provinces including South (충청) Chungcheong Province and (경기) Gyeonggi Province.



The beneficiaries of this farmers allowance are those who have been registered residents of Jeju for three or more years and who currently reside in Jeju, are on the list of farmers at the farmer registration system operated by the Rural Development Administration, and who are actively farming their land.
Those who are categorized as employees by the National Health Insurance Act or who earn more than 37 million won from non-farming work per year are not qualified for the allowance.


It is presumed that about 55,000 farmers currently working in growing crops, forestry products, and raising livestock will qualify for the benefit.
If 400,000 won goes to each farmer, that means 22.4 billion won will be required for next year.


If the proposed budget bill which includes funds for the farmer allowance is passed by the provincial council, the money is expected to be distributed to farmers in early 2022.
However, the provincial office has a lot of other things to get through first.


The province's tax revenues are declining due to COVID-19.
An additional expenditure of more than 20 billion won every year would put more strain on the province's finances.


Departments within the provincial office are reportedly at odds over how to allocate 22.4 billion won of next year's budget.


But the province is already pushing ahead with establishment of an ordinance with the same benefits for fishermen.


If the petition is successfully accepted and an ordinance for a fishermen's allowance is enacted, the province will face even more outgoing costs.


Now, moving forward, other industries are expected to request their own allowances as questions are raised on the fairness between them.

농민수당 내년 첫 지급…예산 부담·형평성 논란

농민단체의 청구로 지난해 7월 제정된
제주도 농민수당 지원 조례안.

충남, 경기 등 다른지역에서 시행하고 있는
농민수당을
제주에도 지급하는 근거를 담고 있습니다.


3년 이상 제주도에 주소를 두며 실제 거주하고
2년 이상 농업경영정보를 등록해
농업에 종사하는 사람을 지급 대상으로 정했습니다.

다만 국민건강보험법상 직장 가입자와
농업 외 종합소득액이
연 3천700만 원을 넘으면 제외됩니다.


이를 통해 추산된 지급 대상은
농민과 축산업, 임업 종사자를 포함해 5만 5천여 명.

지급액은 한 명당 1년에 40만 원으로 결정해
내년에만 224억원의 예산을 필요로 하고 있습니다.


요구한 예산이 그대로 반영돼
도의회를 통과하면
이르면 내년 상반기부터 실제 지급될 예정입니다.

하지만 아직 넘어야 할 산이 많습니다.

코로나19 여파 등으로
세금 수입이 줄어드는 상황에
해마다 200억 원 넘는 지출로
재정 부담이 커질 수 있기 때문입니다.

실제 도청 내에서 예산 편성을 놓고
부서 간 다른 의견이 나오는 것으로 전해지고 있습니다.

농민뿐 아니라
어업인들도 수당 지급을 위한 조례 제정을 추진하고 있습니다.


청구 절차를 거쳐 조례가 제정되면
제주도로서는
수당을 지급할 수밖에 없어
더 많은 예산 지출이 불가피해집니다.

이 밖에 다른 산업에서도
수당 지급을 요구하며
형평성 문제가 제기될 수 있어
농민수당이 시작부터 난관을 맞고 있습니다.
