Low Marks for Province-funded Firms

As with public firms, companies which receive funding or investment from the province are financially supported with public money and supervised by a relevant department of the provincial office.
In this way public firms and the provincial office are closely linked.
So, what are public officials' evaluations of these firms?


The Provincial Council recently conducted a survey on views about these firms.
To questions about the size of the organizations and the number of employees, more than half of public officials, including temporary workers from low to high rank, responded that they are inappropriate.
Meanwhile, more than half of respondents had a positive view on the appropriateness of tasks entrusted by the province.


Professors, journalists and civic group members gave lower grades.


To questions regarding organizational and personnel management, expert groups gave negative assessments nearly twice as high as positive assessments.
More than 50 percent of respondents had a negative opinion of the appropriateness of tasks entrusted by the province.


Both public officials and external experts gave low marks to province-funded firms.


Annually, more than 10 billion won of taxpayers' money is poured into a public firm on average. But management performance assessments are average at best.


Salary caps need to be introduced

Each organization requires its own profit-making businesses to reduce financial dependence on provincial funding.
There is growing pressure to place limits on public spending as a way to improve the province's overall financial structure.


The survey was conducted by the Provincial Council between September 27 and October 1.
Some 800 regular public officials, 200 temporary public workers, and 100 experts responded to the survey.
Person-to-person and self-administered surveys were conducted based on structured questionnaires.
The confidence interval of the survey is 95 percent and the sampling error is ±3.1 percentage points.

최소 필요한 조직과 인력만 운영하고 있는지에 대해

하위급부터 간부까지 공무원과
공무직을 통틀어
부정적 평가가 더 많았습니다.

출자.출연기관에 공기관 대행사업을 위탁하는 데 대한 적절성은
긍정적 의견이 높았습니다.


도내 교수나 언론인,
시민사회단체 등
전문가가 내린 평가는 더 엄격했습니다.


조직과 인력 운용에 대해서는
부정적 평가가
긍정적 평가보다 두배 높았고

공기관 대행사업 위탁의 적절성에 대해서도
부정적인 응답이 많았습니다.


공직사회 내부는 물론
외부 전문가들도
출자.출연기관에 후한 점수를 주지 않은 것입니다.

해마다 각 기관마다
평균 100억 원 넘게 지원되고 있지만
경영실적에서는
중간 정도 평가에 그치는
방만한 운영 실태를 반영한 것으로 풀이됩니다.

따라서
출자.출연기관별로
재정 지원 의존도를 낮추기 위해
자체 수익사업을 확대하는 계획을 수립하도록 하고,

지원 총액을 제한하는 등
경영 구조를 개선해야 한다는 요구가 커지고 있습니다.


한편 이번 조사는
제주도의회가 지난달 27일부터 이달 1일까지
도내 공무원 800명과 공무직 200명,
전문가 100명을 대상으로

구조화된 설문지를 통한
대면 면접과 자기 기입 방식으로 진행했으며

신뢰구간 95%에
표본 오차는 플러스 마이너스 3.1% 포인트입니다.
