Island Investigations on Club Drugs Last month, a drug trafficking and distribution network involved in selling drugs such as Ecstasy and Ketamine in karaoke bars and foreigner-exclusive clubs in South (경상) Gyeongsang Province was apprehended by the Coast Guard. Amidst a series of drug crimes occurring in clubs and bars nationwide, a similar drug offender has been arrested in Jeju as well. A man in his 30s, identified as Mr. A, who was formerly affiliated with a club, has been arrested last month on suspicion of possessing dozens of Ecstasy pills and consuming them. Jeju District Prosecutor's Office has indicted Mr. A on charges of drug possession and consumption, and they have also announced that they are conducting supplementary investigations into individuals who were involved in drug consumption with him. Ecstasy, a new type of drug, is known as a "club drug" as it is primarily consumed by young people. It has a hallucinogenic effect that is three times stronger than that of methamphetamine. INTERVIEW Jo Gwang-won / Jeju Office, Korean Society of Drug Abuse Ecstasy is known to produce hallucinogenic effects that can induce a significant elevation in mood. It is indeed a drug that is commonly used by young people. The Jeju Provincial Police Agency has stated that this case is unrelated to clubs, and it is difficult to disclose specific details regarding the case, including the specific charges, as the investigation is still ongoing. According to the Korea Customs Service, the amount of newly identified drugs seized last year was 260 kg, which is more than a tenfold increase compared to two years ago. Among them, the quantity of Ecstasy seizures increased by seven times during the same period. With the recent arrest of an Ecstasy drug offender in Jeju, there is growing interest in whether the crimes are linked to related industries, as seen in nationwide cases, rather than being isolated incidents of individual crimes. The investigation results regarding any potential spread of crime to associated sectors have garnered significant attention. 제주에도 클럽 마약?…경찰 수사 확대 지난 달 경남에 있는 노래주점과 외국인 전용 클럽 등에서 엑스터시와 케타민 등 마약류를 판매한 판매책과 유통 조직이 해경에 검거됐습니다. 전국적으로 클럽이나 술집에서 마약 범죄가 잇따르는 가운데 제주에서도 유사 마약 사범이 검거됐습니다. 모 클럽 관계자였던 30대 A 씨가 지난 달 엑스터시 수십 정을 소지하고 투약한 혐의로 구속됐습니다. 제주지검은 A 씨를 마약류 소지와 투약 혐의로 구속 기소했고 함께 투약한 이들에 대해서도 보완 수사를 진행하고 있다고 밝혔습니다. 엑스터시는 필로폰보다 환각 작용이 3배나 큰 신종 마약류로 젊은 층이 주로 투약하면서 일명 클럽용 마약으로도 알려졌습니다. <인터뷰 : 고광언/ 한국마약범죄학회 제주지회장> 엑스터시를 투약하면 환각작용을 일으켜서 기분이 아주 상승되는 효과를 누리는 마약으로 알려지고 있습니다. 젊은 사람들이 많이 이용하는 마약으로 보면 되겠습니다. 제주경찰청은 이번 사건은 클럽과는 무관하다면서도 구체적인 혐의점 등은 수사가 진행 중이여서 밝히기 어렵다고 전했습니다. 지난해 관세청이 적발한 신종 마약류는 260kg으로 2년 전보다 10배 이상 급증했습니다. 이 가운데 엑스터시 적발 물량은 같은 기간 7배나 늘었습니다. 제주에서도 엑스터시 마약 사범이 검거된 가운데 개인의 단순 범죄가 아닌 전국 사례처럼 연관 업종으로 범죄가 퍼졌을지 수사 결과에 관심이 모아지고 있습니다.

  • Advancements in modern tech such as mobile phones are supposed to add ease to our lives and help us stay connected. But many seniors are not used to the technology, and smartphones can be confusing and frustrating. Smartphone classes designed to help them are gaining good response. Mike Laidman reports. [Slug] Yeon-dong Community Center, Oct.22 This local community center is holding a smartphone training class for seniors. [Slug] Smartphone training class for seniors With their smartphones in hand, they listen earnestly to the talk the presenter is giving. Due to the vast changes in technology seen in their lifetimes, it can be very challenging to send chat or SMS messages with their smartphones, let alone photos or video clips. But it's difficult to find help when it's needed. INTERVIEW Yi Chun-shim / Smartphone class student I joined the smartphone class to learn how to better use them. The class openings are always all booked up well before the deadline. All the classes have volunteers present to help the students in following the instructor. They enroll in these classes to learn other useful functions.   • Mandarin oranges see price fluctuation
  • The prices of outdoor-grown mandarin oranges slowly recover with a recent fluctuation in prices. According to the province's Citrus Marketing and Shipping Association, the unstable prices during the early phase of shipment spiked to 9,000 won per 5 kgs on the 15th, and then dropped to 7,000 to 7,900 won. This price is approximately 10% higher than last year's mandarin oranges which ranged between 6,000 to 6,900 won. The association analyzed that the mandarin oranges showed a large gap in product quality between high-quality and mid-quality mandarins in addition to price fluctuation.

  • Jeju as preferred destination for pet owners
  • Jeju Island was selected as the most preferred tourist attraction to visit with accompanying pets. According to the Korea Tourism Organization, Jeju took the first place in the list of the preferred places where people want to visit, followed by Seoul and Busan City. Comments on 'pension', 'outdoor camping site' and 'resorts' have been increased among accommodation categories for travel that allow pets. Responses on guest houses have been reduced with concern over contact with other people.

  • JPDC designated as inspection agency
  • Jeju Samdasoo was appointed as a drinking water quality inspection agency. This is the first time that a spring water company is designated as the state certified agency. The Jeju Provincial Development Company said that they secured qualification recently from the Ministry of Environment. Thus, it is expected that the credibility of its products will be raised, as it secures a qualified testing and analysis system and will retain objectivity and transparency of its test results. JPDC is planning to expand water quality analysis programs and research on underground water in Jeju with this designation.

  • Group urges councilor Hyun Kil-ho resign
  • A group asking for establishment of an ordinance for agricultural subsidies urged provincial councilor Hyun Kil-ho to resign. The group held a press conference in front of the provincial council building on the 22nd and stated that Councilor Hyun made comments raising concerns over the need of agricultural subsidies and that he should officially apologize and resign from his position. Councilor (현길호) Hyun Kil-ho had raised concerns over the effectiveness of agricultural subsidies, which takes less than 1% of farmers' incomes, stating that better supporting measures were needed.

  • 2021 Jeju Olle Walking Festival
  • The 12th Jeju Olle Walking Festival will be held through November 16th. This year's festival was launched on the 22nd to be held for 23 days on 23 courses. This year, participants will be walking the Jeju Olle trails divided into several small groups to prevent the spread of COVID-19. Throughout the festival, activities that promote villages' characteristics will be showcased for participants.   • Audit reveals several issues at ICC Jeju
  • International Convention Center Jeju was pointed out that the center has made most of its transactions with a specific company violating laws for several years. During an Administrative Audit and Inspection held on ICC Jeju on 22nd, the provincial councils' Culture, Tourism, and Sports Committee speculated that ICC Jeju has illegally executed its budget by dividing it into 700 transactions for the past five years since 2016 In particular, the committee said that a circumstance where the company contracted with a specific business to provide finance, which is a violation of contract law, was detected. The committee emphasized that a special inspection on ICC Jeju is needed, as other issues have also been identified including work harassment, workplace bullying just to name a few.

  • Low Marks for Province-funded Firms As with public firms, companies which receive funding or investment from the province are financially supported with public money and supervised by a relevant department of the provincial office. In this way public firms and the provincial office are closely linked. So, what are public officials' evaluations of these firms? The Provincial Council recently conducted a survey on views about these firms. To questions about the size of the organizations and the number of employees, more than half of public officials, including temporary workers from low to high rank, responded that they are inappropriate. Meanwhile, more than half of respondents had a positive view on the appropriateness of tasks entrusted by the province. Professors, journalists and civic group members gave lower grades. To questions regarding organizational and personnel management, expert groups gave negative assessments nearly twice as high as positive assessments. More than 50 percent of respondents had a negative opinion of the appropriateness of tasks entrusted by the province. Both public officials and external experts gave low marks to province-funded firms. Annually, more than 10 billion won of taxpayers' money is poured into a public firm on average. But management performance assessments are average at best. Salary caps need to be introduced Each organization requires its own profit-making businesses to reduce financial dependence on provincial funding. There is growing pressure to place limits on public spending as a way to improve the province's overall financial structure. The survey was conducted by the Provincial Council between September 27 and October 1. Some 800 regular public officials, 200 temporary public workers, and 100 experts responded to the survey. Person-to-person and self-administered surveys were conducted based on structured questionnaires. The confidence interval of the survey is 95 percent and the sampling error is ±3.1 percentage points. Todd Thacker, KCTV 공직 내부조차 출자·출연기관 '부정적 평가' 제주도 산하 출자.출연기관은 말 그대로 제주도가 출자 또는 출연해 운영되는 공공기관입니다. 제주도가 운영비와 사업비 등을 지원하고 기관마다 관련 부서가 지도 감독을 맡는 구조입니다. 공직사회와 긴밀하게 연결돼 있는 출자.출연기관에 대해 공직 내부의 평가는 어떨까. 도의회가 실시한 패널조사 결과 출자.출연기관이 경영합리화를 위해 최소 필요한 조직과 인력만 운영하고 있는지에 대해 하위급부터 간부까지 공무원과 공무직을 통틀어 부정적 평가가 더 많았습니다. 출자.출연기관에 공기관 대행사업을 위탁하는 데 대한 적절성은 긍정적 의견이 높았습니다. 도내 교수나 언론인, 시민사회단체 등 전문가가 내린 평가는 더 엄격했습니다. 조직과 인력 운용에 대해서는 부정적 평가가 긍정적 평가보다 두배 높았고 공기관 대행사업 위탁의 적절성에 대해서도 부정적인 응답이 많았습니다. 공직사회 내부는 물론 외부 전문가들도 출자.출연기관에 후한 점수를 주지 않은 것입니다. 해마다 각 기관마다 평균 100억 원 넘게 지원되고 있지만 경영실적에서는 중간 정도 평가에 그치는 방만한 운영 실태를 반영한 것으로 풀이됩니다. 따라서 출자.출연기관별로 재정 지원 의존도를 낮추기 위해 자체 수익사업을 확대하는 계획을 수립하도록 하고, 지원 총액을 제한하는 등 경영 구조를 개선해야 한다는 요구가 커지고 있습니다. 한편 이번 조사는 제주도의회가 지난달 27일부터 이달 1일까지 도내 공무원 800명과 공무직 200명, 전문가 100명을 대상으로 구조화된 설문지를 통한 대면 면접과 자기 기입 방식으로 진행했으며 신뢰구간 95%에 표본 오차는 플러스 마이너스 3.1% 포인트입니다.
