Jeju’s 1st Public Wind Farm Facing Problems

An offshore wind farm project is set to build 19 turbines near (한동) Handong and (평대) Pyeongdae in (구좌읍) Gujwa-eup, Jeju City.


The island's first public offshore wind farm project was initially proposed in 2015 by the province and the Jeju Energy Corporation.


However, last year the Provincial Council put the brakes on the project due to concerns raised by area residents regarding environmental damage, habitat disruption, and potential breaches in fishing rights.


A Provincial Council motion was recently tabled to examine the project's viability with an environmental impact assessment.


In advance of the assessment, local politicians visited the site of the offshore wind farm last Friday.
Area residents have to a degree eased their opposition to the project, but the problem of power output control remains a significant issue.


In the case of wind power, the output control system halts the turbines when supply and demand is not matched or when the electricity generated cannot be stored, meaning this valuable resource simply goes to waste.
Just last year, area wind turbines halted operations 77 times.


Some industry watchers have raised concerns that the wind farm, which is planned to begin operation by 2025, could become a white elephant if the power waste issue remains unsolved.


If the tabled motion is passed by the Provincial Council this week, the Jeju Energy Corporation is set to start construction in 2023.


However, it doesn't look like the JEC will find it easy to get the green light for the project with environmental and energy waste problems throwing a wrench in the works.

제주에서는 첫 공공주도의 해상풍력 사업으로
제주에너지공사가
지난 2015년부터 추진하고 있습니다.

하지만 어업권 침해에 대한 주민들의 우려와
환경 생태계 파괴 지적이 잇따르면서
지난해 도의회에서 제동이 걸렸습니다.

이후 1년 만에 환경영향평가 동의안이 다시 상정되면서
심사를 앞둔
도의원들이 현장을 찾았습니다.

당초 논란이 됐던
주민 수용성 문제는 어느 정도 해소됐지만
이번에는 출력제어 문제가 쟁점으로 떠올랐습니다.

신재생에너지 출력제어란
풍력발전기로 생산하는 전기를
제때 사용하거나 저장하지 못해
강제로 발전기를 멈추는 조치로
지난해에만 77차례 내려졌습니다.

본격적인 발전기 가동 시점인 2025년까지
기존 출력제어 문제를 해결하지 못할 경우
지어만 놓고
활용하지 못할 거란 우려도 나왔습니다.

제주에너지공사는
이번 도의회에서 동의안이 통과될 경우
2023년부터 본격적인 구축공사에 돌입할 예정입니다.

하지만 출력제어 문제를 비롯해
해양 생태계 파괴에 대한
환경단체의 반발도 예상되고 있어
도의회의 문턱을 넘기가 쉽지만은 않을 전망입니다.
