Controversy of installations at Hallasan
Province seeks further legal advice

The provincial government will call on legal advice regarding as people are showing different opinions on the legality of the installation of radar equipment at Hallasan Mountain, which has been halted due to illegal permission issues.

The provincial office consulted with 5 legal advisors
on the legality of development
in the absolute conservation area.
While four advisors said it was okay and one said it was illegal.

As the interpretation of the legal advisors
may lead to biased interpretation
the office has decided to reconsult
with large sized law firms and the Legislative Office.

Meanwhile, the Ministry of Land, Infrastructure, and Transport,
which is a project entity, is pushing Jeju to make a rapid decision.

Possible disputes are foreseen
in relation to costs caused by suspension of the construction
and installation and removal fees that may arise
if the project is to be revoked.

한라산 레이더 법률 자문 결과 엇갈려 '재의뢰'

불법 허가 논란으로 잠정 중단된 국토교통부의 한라산 레이더 공사와 관련해
적법성 여부에 대한 엇갈리는 의견이 나오면서
제주도가 법제처와 대형 로펌에 법률 자문을 다시 의뢰하기로 했습니다.

제주도가 고문 변호사 5명에게 절대보전지역인 오름에서의
행위 허가 과정에 대한 법적 자문을 구한 결과
4명은 적법, 1명은 불법이라는 의견을 전해왔다고 밝혔습니다.

특히 법 해석 주체가 고문 변호사인 만큼 공정성 논란이 될 수 있는 만큼,
법제처와 대형 로펌에 다시 자문을 구하기로 했습니다.

한편 사업 주체인 국토부는 제주도에 빠른 결정을 재촉하고 있는 가운데,
공사 중단 장기화에 따른 비용 부담뿐 아니라 허가 취소시 지금까지 건설과 철거 비용을 놓고
다툼의 소지도 커지고 있습니다.
