Transportation Change Too Soon

The provincial government said that it is not the right time to alter the current semi-public transportation system to a public transportation system.

Researcher (이영수) Lee Young-soo of the
Public Policy Institute for People claimed
that the transportation costs have been overestimated and
moral hazards of companies have been observed during
the policy debate held by the Justice Party in Jeju and the
Korean Public Service and Transport Workers Union.

Thus he added that the current semi-public bus system
has to be changed to a public system by
establishing a facilities management corporation or
another public company.

However, the province refuted his views saying that
settling the current system is the first thing to do and that
it is too early to review changes to the public transportation system.


"버스 완전공영제 전환 필요"…"시기 상조"

현재 준공영제로 운영되는 제주지역 버스 체계를
완전 공영제로 전환해야 한다는 주장이 제기된 가운데
제주도는 시기상조라는 입장을 냈습니다.

정의당 제주도당과 민주노총 공공운수노조가
제주도의회에서 개최한 정책토론회에서
이영수 사회공공연구원 연구실장은 발제를 통해
제주도 준공영제의 경우 표준운송원가가 과대 계상되고
업체의 도덕적 해이 같은 문제가 발생하고 있다고 주장했습니다.

따라서 제주도는 시설관리공단을 설립하거나
별도 공기업을 통해 완전 공영제로 전환해야 한다고 강조했습니다.

반면 제주도는 지금의 준공영제를 안착하는 게 우선이고
완전 공영제를 정책적으로 검토하는 것은 시기상조라고 반박했습니다.
