Subsidies for Disabled Workers Under Fire

This is a company located in (조천읍) Jocheon-eup, Jeju City. It has some 30 employees with disabilities.

All the steps in the process go smoothly.
Lunch is provided to employees. It gives them the energy they need to work through the afternoon.

Based on relevant ordinances, provincial budgets have been alloted to these companies to support their distribution and meal costs.

Distribution subsidies have been in place since 2009 and meals have been financially supported since 2011. But this kind of funding is uncertain for 2022.

The Provincial Office submitted its 2022 budget bill to the province's Subsidy Deliberation Committee based on proposals made by Jeju City and Seogwipo City.
The committee has refused to accept the proposals for distribution expenses.
It has also flatly rejected the province's request to double the subsidy for lunch expenses.

Companies currently receive a 1,400 won subsidy for each lunch provided to their disabled employees. This amount will not change in 2022.
By comparison, this subsidy is far lower than the 7,000 won allotted per elementary school student meal and 3,000 won for middle and high school students.

An insider at the Provincial Office says that the Subsidy Deliberation Committee has refused to increase funding for distribution and meals, as it now considers those companies to be financially independent.

However, some point out that the committee's decision stems from a failure to consider the specific circumstances faced by those companies.

The Subsidy Deliberation Committee, which has drawn Provincial Council criticism in the past, is now facing yet more condemnation for a policy that can negatively impact citizens with disabilities.

행정에서 보조금을 일부 지원하고 있습니다.

물류비는 지난 2009년부터,
중식비는
2011년부터 지원돼 왔는데
내년에는 장담하기 어렵게 됐습니다.

제주도가 양 행정시에서 수합해 편성한 내년 예산안에
물류비 요구는
보조금 심의위원회 심의 과정에서 한 푼도 반영되지 않았습니다.

중식비는 약 두배 수준의 인상 요구가 거절됐습니다.

특히 근로 장애인에 대한 중식비는
현재 한끼당
1천 400원 정도로
아동급식 7천 원,
학교 급식지원단가 3천원 선보다
한참 낮은 데도
올해 수준으로 동결됐습니다.

보조금심의위원회는
장애인직업재활시설들이
자립 역량이 확보됐다고 판단해
예산 요구를 반영하지 않거나
동결했다는 입장으로 전해졌습니다.


하지만 이 같은 결정은
보조금 심의 절차가
장애인 시설의 실정을 외면한 것이라는 지적이 나오고 있습니다.

앞서 도의회로부터 부실 심의라는 지적을 받았던
보조금심의위원회가
이번에는
장애인 복지를 후퇴시켰다는 비판에 직면하고 있습니다.
