JRI under Investigation

The Jeju Research Institute, which is an affiliated organization of the provincial government, is found to have poor quality research reports and have not followed contract procedures correctly by investigation.

The Jeju Province Audit and Inspection Commission
inspected work done by JRI from March 2018
and the commission uncovered nine violations.
And following have asked for punishments on three employees.

The violations include reports being manipulated by omitting information
and other reports were approved to have been completed although the provider delivered items that did not match the Terms of Reference.

In addition, the research institute did not follow procedures of making contracts.

In other reports, agency contracts were made
without following the proper procedures after the agency failed at two biddings.



"제주연구원, 보고서 부실·계약 절차 부적정"

제주도 산하 연구기관인 제주연구원이
연구 보고서를 부실하게 작성하거나 계약 절차를 부적정하게 이행한 것으로
감사 결과 드러났습니다.

제주도감사위원회는 지난 2018년 3월 이후 제주연구원 업무 전반을 종합감사해
위반사항 9건을 적발하고 직원 3명에 대한 신분상 조치를 요구했습니다.

적발된 사항을 보면 과업지시서 내용과 다른 성과품을 납품받고도
적정하게 용역이 완료된 것으로 검수하는가 하면
연구보고서의 내용이 누락된 상태로 부실하게 작성한 것으로 확인됐습니다.

또 다른 용역의 경우 단독응찰로 두 차례 유찰되자
제안서 평가도 거치지 않고 수의계약을 진행해 계약대상자 선정 절차를
부적정하게 이행한 것으로 드러났습니다.
